Description
Within the office of Business, Environment, Agriculture and Trade (BEAT) at USAID/Ethiopia, there are three nominal divisions: 1) Policy, 2) Trade and Private Enterprise Development, and 3) Pastoralism and Livestock Development. The BEAT office, through these divisions, promotes: agriculture and economic policy reform; business and market development; livestock and pastoralist development; and food security and livelihoods for vulnerable populations. Other BEAT programs support the impact of the nominal divisions. Over the past five years, budget levels in the BEAT office have fluctuated as a result of shifting foreign assistance priorities and the periodic availability of alternative funding sources to support long term development. Over this same time period, USAID/Ethiopia/BEAT has sought to break the cycle of deepening livelihoods crises in Ethiopia. Climactic shock perpetuates livelihoods crises and results in the loss of on-farm assets which undermine economic development and make people cyclically more vulnerable to shock. The purpose of this solicitation is to procure the services of a USPSC/TCN Contractor to work as technical advisor for a number of cross-sectoral projects and issues within the USAID Mission. The Contractor’s primary responsibility will be to serve as technical advisor for projects with USAID/Ethiopia’s Pastoralist portfolio. The contractor will be expected to bring specific expertise in development initiatives pertaining to pastoralist programs. The contractor will also serve as a member of the cross-sectoral team, supporting and developing the linkages between the Business, Agriculture, Environment and Trade (BEAT) Office, the USAID/East Africa/ Regional Enhanced Livelihoods in Pastoral Areas (RELPA) Programs, the Office of Foreign Disaster Assistance (OFDA), the Productive Safety Nets Program (PSNP) in Pastoralist areas, and conflict mitigation components of ongoing and new programs with programmatic and geographic linkages to pastoral areas of Ethiopia.
