- Description
- The United States Patent and Trademark Office (USPTO), Office of the Chief Information Officer (OCIO), System Performance Branch (SPB) is conducting market research to identify organizations that have subject matter expertise and experience in performance analysis of AIS load testing in the software testing process in several critical areas. Included responsibilities are: the discovery, early detection, and evaluation of stability problems in critical USPTO application systems; providing analysis and monitoring support into slow performance of the Internet links; providing an advisory role to the OCIO in developing test scenarios that will illuminate performance anti-patterns; providing services in the area of performance measurement integration with many different key USPTO applications (i.e. HP OpenView suite of products, HP Performance Manager/Agent, CA-Wily Introscope, Teamquest Analyzer Model and Performance Software, Compuware’s Agentless Vantage Analysis Server solution including MS-SQL, HP-Mercury SiteScope, and Tevron’s Citratest) using the SAS/ITRM product; using input from our Network Microsoft OS Clients, Network Microsoft OS Servers, BRS Middle Tier logs, CoolGen Transaction Tracker logs, OpenView snmpCollect MIBs for Nortel Gigabit Ethernet switches and Cisco routers, SPB requires expertise in producing web based application and infrastructure performance reports critical to SPB’s analysis process. Subject matter expert (SME) knowledge of SAS/ITRM, SAS/GRAPH, SAS/STAT, SAS/BASE, SAS Macro Language is required. Activities performed under this requirement are as follows: •Manage within SAS/ITRM the data collections for key performance information. •Build the data repository within SAS/ITRM for use in developing reports for SPB’s website. •Develop customized reports using SAS/ITRM code from data gathered from all of SPB’s performance tools. •Perform major upgrades to SAS and the data repository. •Customize data gathering for critical PTO AIS’s and integrate this data into SAS/ITRM. •Manage and enhance SAS/ITRM performance collection processing using AppWorx scheduler. •Requires the ability to develop the content for the SPB website using the SAS/ITRM data repository. SME knowledge of J2EE technology including IBM WebSphere and JBoss integration into SPB’s J2EE performance tool, Introscope, is required. Activities performed under this requirement are as follows: •Perform analysis of issues involving J2EE Internals (understanding of complex memory management logic). •Integrate new and existing PTO JAVA applications in to SPB’s Java performance application monitor, Introscope. •Implementation of new releases of CA-Wily Introscope for J2EE monitoring. •Perform Java Performance analysis on all JVM’s instrumented in Introscope. •Integrate Java Performance data into SAS/ITRM. •Use HP, Wily, Open Source and IBM tools for Java performance analysis. •Continuously monitor performance of PTO’s JAVA applications through many different methods. •Create custom JAVA monitoring methods for PTO’s JAVA applications through JAVA web logs. •Build alerting and data repository for PTO JAVA instrumented applications. •Provide hundreds of performance analyses on demand for every aspect of SPB JAVA monitoring. •Evaluate and implement advanced real-time monitoring of Java environments. SME knowledge of HP OpenView Suite of products, SNMP, Network Devices and network communication is required. Activities performed under this requirement are as follows: •Using in-depth knowledge of GigE management and GigE Performance Measures using HP OpenView’s SNMP collections, integrate this data into SAS/ITRM and provide expert analysis of the data. •Using in-depth knowledge of Router/Switch management and Router/Switch Performance measures using HP OpenView’s SNMP collections, integrate and the data into SAS/ITRM and provide expert analysis of the data. •Perform in-depth analysis of data gathered from OpenView Performance Agent/Manager performance metrics for HP-UX and integrate this data into SAS/ITRM. •Derive custom application performance configurations with HPOV Performance Agent. •Using in-depth experience in operating, configuring and enhancing HPOV Operations including developing templates and maintain existing ones, provide expert engineering of USPTO’s OpenView installation. SME knowledge of key USPTO performance monitoring for all USPTO active OS’s and applications such as HP-Mercury’s Site Scope, Tevron CitraTest, Teamquest Analyzer Model and Performance software and Compuware’s Agentless Technology is required. Activities performed under this requirement are as follows: •Requires in-depth knowledge of TeamQuest (TQ) Analyzer Model and Performance software for the following OS’s: Microsoft OS’s, IBM AIX, VMWare’s VM/ESX, and Red Hat Enterprise Linux and for Oracle. •Using in-depth knowledge of TeamQuest performance metrics, provide expert performance analysis and integrate this data into SAS/ITSV. •Support USPTO software development leads through the development of monitoring scripts using Site Scope, CitraTest, and other technologies for application availability and performance monitoring. This includes integrating all technologies for application availability and performance monitoring into Site Scope. •Integrate Site Scope data into SAS/ITRM. •Deploy synthetic transaction monitoring technology to the VM/ESX virtual platform •Develop reports using MS-SQL queries in the Compuware Agentless Monitoring solutions implemented at USPTO. This includes understanding DTS or SSIS and how to use them to automate information reporting on the application and MS-SQL. •Integrate the Compuware Agentless Monitoring data into SAS/ITSV. SME knowledge of key USPTO availability measurement methods, solutions, reporting and management for all USPTO critical AIS’s including implementation of Service Level Agreements (SLA) is required. Activities performed under this requirement are as follows: •Place into practical application the knowledge of ITIL best practices for performance measurement, capacity planning and availability measurement. •Evaluate, recommend, implement, and advise management on best practices in application availability measurement and alerting. •Evaluate, recommend, implement, and advise management on the applicability of specific measurement technologies to the monitoring of application availability including response time measurement. •Advise management on the issues of incident tracking, and reconciliation to automated availability measurements. •Assist in identifying critical USPTO applications which are candidates for availability measurement and reporting. •Work with application owners, project management staff, and development staff to document critical use cases which best correspond to the user experience, and provide best indication of the availability of application components. •Perform analysis on the selected use cases to identify the optimum mix of technologies required for synthetic transaction monitoring. These technologies and products would include and support USPTO’s current installation of the following: HP-Mercury SiteScope, Tevron, CitraTest, Perl scripts, Unix shell scripts, or managed service monitoring from any vendor. But also any analysis would take into consideration any new technologies that may serve USPTO more effectively. •Work with application owners to identify the relationships involved in combining multiple use case monitors into a single composite application availability metric. •Develop multiple monthly reports to support application availability analysis using a combination of these tools: SAS, SAS/ITRM, SAS/Graph, SiteScope, CitraTest, Perl (parsing of many different types of log files), K-Shell, FrameMaker, C++, etc. •Advise management on best practices in the creation of Service Level Agreements (SLAs) •Advise management on the selection of key SLA metrics related to availability, reliability, and service. •Advise management on the available technologies for implementing SLA monitoring. •Develop multiple monthly reports to support reporting of SLA’s using a combination of these tools: SAS, SAS/ITRM, SAS/Graph, SiteScope, CitraTest, Perl (parsing of many different types of log files), K-Shell, FrameMaker, C++, etc. Knowledge the UNIX Operating System and of Perl, Expect, Korn shell, and other UNIX scripting languages is required. This market research shall be conducted at NO COST TO THE GOVERNMENT. This announcement is a Request for Information (RFI), not a solicitation for proposals. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. Industry responses, as a result of this announcement, shall focus on providing the capability to provide the USPTO with subject matter experts to perform all of the above functions, and demonstrated experience. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract.
