Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for a Digital Micromirror Devices (DMD) and Accessory Light Processors (ALP) to be used in the Optical Technology Division at NIST, Gaithersburg, MD. *** BACKGROUND The NIST Optical Technology Division is developing a set of prototype instruments to support its mission of improving and disseminating spectro-radiometric standards to other agencies, industry, and academia. This acquisition is necessary since the prototype instruments require a number of high fidelity, high performance spatial light modulators. All interested Offerors shall provide a quote for the following line item(s): Line Item 0001: Twelve (12) Each, Digital Micromirror Device (DMD) on controller board Line Item 0002: Twelve (12) Each, Accessory Light Processor (ALP) Line Item 0003: Eight (8) Each, Chip set that includes a DMD not on a controller board Contractors shall meet or exceed the following required minimum specifications: Digital Micromirror Device (DMD) and Accessory Light Processor (ALP) 1.Twelve (12) DMDs on controller boards are required that shall each include a 1024 x 768 array of aluminum micromirrors packaged in an integrated circuit with a window to protect the tiny mirrors and allow users to supply their own light source. 2.Eight (8) DMD chip sets are required, each including one DMD. These DMDs shall have identical specifications to the DMDs that are on the controller boards, but shall not include the controller board. 3.Twelve (12) ALP electronics boards are required that interface with the DMDs on the controller boards. 4.Each DMD array shall measure 0.7 inches along its diagonal. 5.Each DMD that is mounted on a controller board shall be capable of being removed from the controller board and replaced by any of the other DMDs required here. 6.The DMD mirrors shall be on a 13.68 micrometer pitch along both directions in the array. 7.Each DMD mirror shall be individually electronically addressed and made to tilt relative to its powered off state. Upon power-up, there are to be two states for each mirror: +12 degrees and –12 degrees. These angles are with respect to the window normal, and they are about an axis that is along the diagonal of the mirrors. 8.For each DMD on controller board, the associated computer-interfaced electronic controller board shall enable a binary file to be loaded into the DMD array which specifies, at any given time, which mirrors are in the plus 12 degrees state and which are in the negative 12 degrees state, thereby defining a DMD binary image. 9.The switching time for any given DMD mirror shall be less than 20 microseconds. 10.100 percent of the DMD mirrors shall be operational. 11.The optical fill factor shall be at least 85 percent. 12.The DMD shall be capable of being illuminated continuously during use with an optical irradiance level of 10 Watts per square centimeter without damage. 13.The window on each DMD shall transmit greater than 90 percent from 400 nm to 800 nm, single pass, and have greater than 70 percent transmittance from 800 nm to 2000 nm. 14.Each ALP high speed interface when connected to a DMD shall enable the DMD binary image to be updated at a binary frame rate of at least 13,333 frames per second. 15.Each ALP shall include a universal serial bus (USB) 2.0 interface for all controlling and image transfer operations from a personal computer (PC) and the ALP. The PC shall not be included. 16.Each ALP shall include software functions to load and display grey-scale images on the DMD array and enable full control of timing of the displayed images. These functions shall be in the form of dynamic linked libraries (DLLs), and full documentation of the DLLs shall be included. The intensity resolution of the grey-scale shall be variable over the range 1 to 8 bits per pixel, with ability to be set to either 1,2,3,4,5,6,7, or 8 bits per pixel. The frame rate at 8 bits per pixel shall be at least 250 frames per second. 17.Each ALP shall include triggering of mirror control timing, both using a reference signal native to the ALP or use using a reference signal native to another device or another ALP, to enable synchronous operation of two or more ALPs with other instruments. Connectors for the trigger signals shall be provided. 18.Together with the DMD controller board, the ALP shall have enough memory to hold at least 1365 binary images of the format 1024 x 768, and be able to cycle though these at the 13,333 frames per second binary frame rate and at the 250 frames per second 8-bit grey scale rate. 19.Each DMD on controller board and its connected ALP electronics board shall fit together into a space measuring 200 mm x 72 mm x 35 mm, exclusive of the cables and power supply. 20.A user manual shall be provided for installation and operation of the DMD and ALP hardware and software. 21.Any necessary power supply for the controller shall be provided and operate on 110 VAC. Power dissipation of the DMD plus ALP shall not exceed 3 Amperes DC at 5 Volts DC. *** Inspection and Acceptance Criteria 1. Visual-Physical check at NIST laboratory for adherence to design specifications. 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the instrument is ready, as determined by the contractor, and may be witnessed by the contractor. *** ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Previous Experience, and 4) Price. Technical Capability, Past Performance, and Previous Experience, when combined, are approximately equal in importance to Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its’ affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ***Past Experience shall be evaluated to determine the extent of the Contractor's experience of at least five (5) years in and knowledge in providing similar instrumentation. Evaluation of past experience may be based on contacts used for past performance; however, the vendor should provide additional references relating to its past experience information, if necessary. To allow assessment, each quote must include appropriate documentation. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The Offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The Offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. ***All quotes shall be received not later than 3:30:00 PM local time, on May 9, 2008 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Jennifer Lohmeier. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed quotes will NOT be accepted. Emailed quotes will be accepted. ***
