Description
This is a sources sought and market research for all small business concerns. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP). The Naval Air Warfare Center Aircraft Division Patuxent River is looking to identify small business sources able to meet the Government’s requirement to procure Land Mobile Radio (LMR) systems with Base Station/Repeater and the corresponding accessory parts. The LMR system requirement includes the following: (60) handheld units, (6) mobile units, (1) repeater, and accessories for both handheld and mobile units. The LMR systems must comply with policy directives of the National Telecommunications and Information Administration (NTIA) narrowband mandate. Specific directives to be met are the mandated conversions to narrowband frequencies (12.5 KHz or less) no later than 1 January 2008 for UHF band. The new LMR systems must operate in the 380-399.9 MHz band, and be designed for narrowband of 12.5 KHz or less. The LMR systems will be subjected to the requirements of the Association of Public Safety Communications Officials Project 25 (APCO P25) for the NAVAIR Atlantic Test Ranges. In addition, an estimated delivery date of NLT August 2008 is requested. For further technical information regarding this requirement please see attached copy of the draft performance specification. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. Small businesses who believe that they can meet the requirement as contained in this synopsis are requested to please submit in writing affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the specified requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet requirements. Responses to include information on business size to determine if this requirement is suitable as a small business set aside. Also, In order to comply with Federal Acquisition Regulation (FAR) 19.502-2(c), please identify whether the products to be supplied are furnished by a small business manufacturer and also specify if a current GSA schedule is available to fulfill this requirement. All data received in response to these sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the government. Written responses shall be submitted electronically to the designated contract specialist, Marisa Scruggs, in Microsoft Word format or Portable Document Format (PDF) at the following email address: marisa.scruggs@navy.mil.
