Description
The U. S. Army Corps of Engineers, Hurricane Protection Office, is seeking 8(a) Qualified firms for a Multiple Award Task Order Contract (MATOC). This procurement will be a COMPEITIVE 8(a), Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) with a base year and two (2) option years. For this procurement, it has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA District Offices in Regions VI and IV (Mississippi only) or those firms who have been certified by SBA to have a Bona Fide Place of Business in Regions VI, AND IV (Mississippi only), which have the above assigned NAICS code among those approved for 8(a) participation. All other firms are deemed ineligible to submit offers. If there is a question concerning firms eligibility or bona fide place of business rule, contact SBA LA District Office 504-589-6685. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. Proposals will be evaluated using the Trade Off Process under the Best Value continuum. Pursuant to FAR 15.101 Best Value is an acquisition technique. Both Trade Off Process 15.101-1 and LPTA 15.101-2 are the processes which fall along the Best Value Continuum. The first task order will be awarded using the Trade Off Process among those successful offerors selected to participate in the MATOC Pool. It is anticipated that all future task orders will be awarded using the Low Price methodology. The Government may award up to eight (8) contracts resulting from this solicitation to the responsible offeror (s) whose offer conforms to the solicitation requirements and will provide the best value to the government. Task Orders will be Firm Fixed Price. The ceiling amount of this MATOC pool is $60 Million. Individual task orders issued under this MATOC will range between $1,000,000.00 - $15,000,000.00. Each individual task order will be competed amongst all awardees. Task Orders may include all types of Pump Station construction work including, but not limited to, heavy construction, work on existing pump stations, installing new pumps, constructing buildings, structural retrofitting and upgrading, pump station construction or enlargement, hardening roofs, strengthening structures, storm proofing doors and windows, providing exterior operator safe rooms (structures built to house personnel), providing interior pump station hardened operator control rooms, elevation or flood-proofing of mechanical equipment, water-proofing electrical and ancillary equipment; installing and commissioning generators, installing and commissioning 15 MW 60 cycle 4160 volt generator, protection of existing power, protection of existing backup power, providing backup power, providing direct underground 60 Hz power feeders, protecting existing drainage pump electric power production, installing and commissioning control systems to allow for automation and/or remote operation of pump station equipment; installing and commissioning SCADA systems for acquiring, storing, and trending process data; pump intake trash screen repairs and upgrades, installing pump intake climber screens, enhancing building resistance to water intrusion, providing perimeter water intrusion protection at various sites, by-pass pumping systems, floodwalls, floodgates, pump station repairs, electrical work or repairs, mechanical work or repairs, civil work or repairs, geotechnical work or repairs, pile driving and providing alternative sources of water for equipment operation needs.
