Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, DC has a six (6) month priced option under a non-competitive commercial item contract that it intends to award to TVC Broadcasting of Miami, LLC (TVC), 10005 NW. 19th St., Miami, Florida 33172-2825. The existing commercial item contract was awarded in accordance with the Federal Acquisition Regulation (FAR), FAR Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements as well as FAR Subpart 6.302-2(a)(1) under the authority of 41 U.S.C. 253(c)(2), unusual and compelling urgency. TVC is providing the Office of Cuba Broadcasting (OCB) with turnkey broadcast services for its TV Marti programming uplink to DirecTV Channel 38, as noted herein. The existing contract, which is within a six (6) month priced option period, will expire on June 17, 2008, provides the following: 1. Broadcast 26-minute live news provided by OCB between the hours of 6:00pm to 6:30pm Monday through Friday; 2. Broadcast 26-minute updated news, public affairs provided by OCB between 11:30pm to 12 midnight Monday through Friday; 3. Fifteen (15) 30-second promotion spots weekly during prime time; 4. Provide as many daily 1-minute newsbreaks as OCB can provide, up to one (1) newsbreak per hour, from 12 noon to 12 midnight; 5. Broadcast two (2) half-hour programs on Saturdays, to include ten (10) promo ads; 6. Broadcast two (2) additional hours per day from midnight to 2:00am; 7. Allow OCB to provide programming on a 24-hour basis to TVC for broadcasting on Channel 38 as TVC’s broadcasting on DirecTV Channel 38 schedule permits. Presently, TVC is the only known firm able to satisfy OCB’s requirement to broadcast on DirecTV at the specified times. Those firms who are interested in the above must submit adequate documentation on their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
