- Description
- This is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The 526 ICBMSG/PKA, Hill AFB, Utah is seeking potential sources to develop and demonstrate common upper stage mono-propellant Post-Boost Propulsion System technologies. The systems may be applicable to multiple future strategic applications including large class (92-in.) and medium class (52-in.) systems and potential application to a family of motors capability. The large class system shall be capable of deploying two (2) 2500 lbm payloads and shall leverage the design off of the existing Orbital Sciences Super HAPS mono-propellant post-boost propulsion system (developed in support of the Orbital Suborbital Program (OSP)). Performance requirements for the system shall be defined in conjunction with joint trade studies between the Air Force and the contractor based on the referenced Super HAPS system. The selected technology shall be demonstrated in a large class (92-in.) system in environmental (including structural) tests and static hot firings. The medium class system shall be capable of deploying three (3) 500 lbm payloads. The mass of the system shall not exceed 800 lbm with a goal of 600 lbm. System performance requirements shall be developed in conjunction with joint studies between the Air Force and the contractor. System concept studies shall be based on the output from the system requirements and shall employ components common to the referenced Super HAPS system. All design and manufacturing processes shall be limited to technologies demonstrated in applicable system test firings and have an assessed Technology Readiness Level (TRL) of 6. This acquisition is Sole Source. Please note that this sources sought synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to respond to this sources sought synopsis. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability (SOC) that addresses the offerors ability to provide the above requested capability. The government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. SOCs may be submitted by facsimile at 801-777-0990; e-mail: scott.wessell@hill.af.mil; or mailed to 6014 Dogwood Ave, Bldg 1258, rm 25 Hill AFB UT 84056-5816, Attention: Scott Wessell.
