Description
This is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The 526 ICBMSG/PKA, Hill AFB, Utah is seeking potential sources to demonstrate available technologies in an existing strategic full scale first stage static test firing. The stage may be applicable to multiple future strategic propulsion systems and potential application to a family of motors capability. The nominal diameter and length of the motor shall be 92-in. and 350-in., respectively. Stage mass including the aft skirt extension, raceway, external insulation and all associated stage hardware should not exceed 120,000 lbm. The performance objective of the stage is to provide an ideal delta velocity (assuming zero g and zero drag) of no less than 6,500 feet per second to a mass of 93,250 lbm. The stage should be designed for a 35 year usable age life. The motor case shall employ the same domestic fiber / resin system, design parameters, manufacturing winding patterns, processes and procedures, etc. as the AFRL FY08 Family of Motors Demonstration Program that is qualifying a domestic material in a large class (92-in.) motor case. The thrust vectoring actuation (TVA) shall employ an electromechanical system. Other design modifications to the existing motor shall be limited to only evaluating design features as required to meet the stated performance objective. Available emerging technologies (i.e., propellants, materials and designs, etc.) shall be evaluated to determine potential or future benefits to a common or optimized missile configuration. All design and manufacturing processes shall be limited to technologies demonstrated in an applicable motor test firing and have an assessed Technology Readiness Level (TRL) of 6. This acquisition is Sole Source. Please note that this sources sought synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to respond to this sources sought synopsis. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability (SOC) that addresses the offerors ability to provide the above requested capability. The government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. SOCs may be submitted by facsimile at 801-777-0990; e-mail: scott.wessell@hill.af.mil; or mailed to 6014 Dogwood Ave, Bldg 1258, rm 25 Hill AFB UT 84056-5816, Attention: Scott Wessell. Responses must be received not later than close of business (COB) 4:00pm 9 May 2008. Identify your response with the corresponding Program Title: Sources Sought: Stage I Large Class Technology Demonstration Program.
