- Description
- The U.S. Department of Energy (DOE), Office of the Chief Financial Officer (OCFO), Loan Guarantee Program Office (CF-1.3) intends to award a sole source contract to Moody?s Analytics of New York, NY to acquire a subscription to LossCalc. The requirement provides a one-year subscription to LossCalc for 30 users from the date of award. LossCalc will be used to estimate loss given default (LGD) rates for individual projects. The LGD calculated by LossCalc will be used as an input into the DOE's Credit Subsidy Model which is used to estimate the Credit Subsidy Cost for each project. Under the LGPO program, the Credit Subsidy Cost is expected to be paid by the borrower and is, in essence, a loan loss provision covering anticipated risks associated with the project. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(i). This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 15 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
