- Description
- It is the intent of the government to issue a contract to Consolidated Work Opportunities, Inc. (CWOI) of Havelock, NC on a sole-source basis to provide Industrial Production Support Services as required by the Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC. The purpose of the sole-source contract is to bridge a gap in service pending the solicitation, evaluation, and award of a long-term contract. FRC East is a DoD Aviation Maintenance Repair Facility that provides repair of assigned airframes, engines and components. Assigned airframes include primarily rotary wing and vertical take off variants that are currently front line weapon systems in the Global War on Terror (GWOT). The Industrial Production Support Services under the planned contract include Supply Support for operation of the facility Automated Storage/Automated Retrieval System. Proper operation of the system is critical in order to ensure timely parts support, as well as moving assemblies to be repaired from storage back to the production shops as the required parts for repair are received. A gap in these services would severly impact the ability of the FRC East to meet it’s mission of repairing and overhauling DoD aircraft and aircraft parts and assemblies. The services shall be performed at the FRC East facility located on the MCAS Cherry Point, NC. CWOI is the current provider of these services under contract N00146-08-P-9000, which will expire on 10 June 2008. A competitive follow-on requirement is planned in order to establish a long-term contract for these services. However, there is insufficient time to award a competitive contract prior to the expiration date of the current contract. The continuation of this effort can only be accomplished reasonably and without impairing continued support through the issuance of a sole source contract to the incumbent. The bridge contract will provide for the required support from 11 June 2008 through 10 December 2008. In addition, the contract will contain one (1) three-month option period to be exercised if any delays occur in awarding the follow-on contract.
