- THE PURPOSE OF THIS AMENDMENT TO THE RFI IS TO EXTEND THE RESPONSE DATE TO APR. 30, 2008. THIS IS A REQUEST FOR INFORMATION (RFI). THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE, but is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. While a future Request For Proposal is anticipated, it is not guaranteed. The U.S. Coast Guard (USCG) is seeking small and large business sources that are capable of providing Transportation Worker Identification Credential (TWIC) Biometric Portable readers. The USCG is conducting a commercial best practices market survey of what products, training, help desk support and general industry practices exist in the commercial market to fulfill USCG unique TWIC Reader requirements. Interested entities are being requested to respond if they can provide requirements set-forth in the following attachments: Attachment (1), USCG TWIC Reader Requirements, list specifications for the reader and additional specifications unique to USCG TWIC requirement. All sources are requested to address each specification listed and identify whether or not they can currently provide each of the specification requirements listed in this document. Sources should also include additional information requested in the attached sheet. Please provide your answers in all attachments. Sources are requested to include any marketing material or additional information at this time. Attachment (2), U.S. Department of Homeland (DHS) TWIC Reader Hardware and Card Application Specification, dated 11 Sept. 2007, specifies the behavior at the card interface of the TWIC card application as well as the requirements for the TWIC smart card readers, both fixed and portable to be used with the Transportation Worker Identification Credential (TWIC). This sources sought synopsis focuses on only the portable requirements for the TWIC smart card readers. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The anticipated NAICS code for this requirement is 334119 – Other Computer Peripheral Equipment Manufacturing. Interested sources are encouraged to provide a determination of the best NAICS code applicable to this type of requirement. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities, no later than 2:00 p.m. Eastern Standard Time, April 28, 2008. The expression of interest should state whether the concern is a Small Business, and identify if Small Business Disadvantaged Business, HUB-Zone Business, Women Owned Business, 8(a) certified small business, Veteran Owned Business, Service Disabled Veteran Owned Small Business and business size under the potential NAICS. In addition, indicate whether you are a U.S. or foreign owned firm. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and clause 52.219-14, Limitations on Subcontracting. The response shall include the interested firm’s complete mailing address, point of contact (name, telephone number, and e-mail address). The firm shall provide a brief narrative that demonstrates the company’s capability to perform the requirements contained in this Request for Information Market Research Only Survey. There is no bid package or solicitation document associated with this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor’s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Interested sources are strongly encouraged NOT to submit proprietary information. Interested sources shall address the requirements of this RFI in written format as described in the paragraphs by electronic mail to: Mr. Omari A.
