Description
DESC: This is a Sources Sought Synopsis announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The NAICS is 334220. This announcement is seeking to identify and add supplies for the following prospective requirement: The Air Force Flight Test Center (AFFTC), Tenants, and the Air Force Research Laboratory (AFRL) located at Edwards Air Force Base (AFB), California has a requirement for Wireless Network coverage. The network shall provide signal coverage and wireless services to include but not limited to cell phone, push-to–talk devices, and wireless enabling Internet devices. Technical Requirements include all standard cell features, PUSH-TO-TALK which needs to be able to support user-to-user and multiple groups of 200+ users per group. Fequency Requirement includes the following: All government user end devices must operate in the 850 Mhz frequency band (800 Mhz to 900 Mhz range). Transmission and receiving stations (base stations) must only operate in the 850 Mhz frequency band (800 Mhz to 900 Mhz range). Equipment do not interfere with EAFB mission operations. For any proposed site, the contractor may be required to perform a spectrum study in accordance with the Telecommunications Act of 1996 and Office of Assistant Secretary of Defense for C3I memorandum, dated 15 December 1997. The contractor will be responsible and pay for all costs associated with the study including reimbursing the government performed work. The time frame for this study can take as little as 2 to 6 months to perform. In the event the Government determines that any electronic emissions represent a hazard to aircraft or interfere with Government operations, the contractor shall, upon notification from the Government, immediately cease operating the device or equipment causing such emissions, whether or not it was previously approved. Should the contractor be forced to cease its operation of any device or equipment, any cost associated with any relocation will be borne by the contractor. In making a determination as to the cause or source of any interference received or caused by the contractor’s site, the AFFTC Spectrum Management Office will be the final resolution authority. The contractor shall provide a method to instantaneously disable the wireless communication if the Government determines there is an interference originating from the contractor’s site. Back up power Requirement: Contractor to provide backup power to maintain operations of the wireless site(s) for a minimum of 3 days. Internal Combustion Engines (ICEs) may be required for generators and/or other support equipment. Contractor shall ensure all ICE’s brought onto Edwards AFB meet all current Federal, State, and Local Air Pollution Control requirements. Fuel to power the back-up source shall meet California Air Resources Board specifications. Leasing Government Real Property: Government furnished equipment (GFE) towers are available for contractors to install antennas. Contractors may have the option of installing their own towers pending a base real estate lease. Antenna space is currently approved for towers at building 2600, 4972, and 8742. Other communication towers and facilities may be available pending EAFB approval.
