Description
The Federal Aviation Administration (FAA) has a single source requirement for the acquisition of hardware and software items for the digital receiver portion of a prototype system developed by Massachusetts Institute of Technology (MIT)/Lincoln Laboratories (LL), from Vaisala, Inc./SIGMET Westford Operations (SIGMET), Westford, Massachusetts. This acquisition is in support of the FAA's upgrade of the Radar Data Acquisition (RDA) and Digital Signal Processor (DSP) for the Terminal Doppler Weather Radar (TDWR) system. MIT/LL, a Federally Funded Research and Development Center (FFRC) under United States Air Force (USAF) Contract FA8721-05-C-0002, accomplishes the design, development, programming, and delivery of engineering prototype equipment. The FAA has an Interagency Agreement (DTFA01-93-Z-02012) with the USAF for MIT/LL to develop a prototype system in support of the FAA's upgrade of the RDA and DSP for the TDWR system. In support of the FAA's TDWR application, MIT/LL acquired, adapted, and programmed SIGMET's commercial-off-the-shelf (COTS) equipment, Digital IF Receiver and Signal Processor System. A formal market analysis was conducted for the development of the prototype system and equipment. The development of the prototype system has been an ongoing effort by MIT/LL and its subcontractor, SIGMET, for eight (8) years, and it is in the final stages of development. The source code changes to SIGMET's RVP8 are proprietary and therefore are not releasable. The FAA intends to solicit and negotiate only with SIGMET, Westford, Massachusetts, in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection.
