- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Division Newport intends to place on a Sole Source basis, a firm-fixed price order with International Communications and Navigation Ltd. (ICAN) for license/maintenance agreements for the Cluster Snoop Automatic Identification System project. This procurement is to renew a quantity of 38 licenses for maintenance, technical support, and warranty of the Aldebaran software developed by International Communications and Navigation Ltd. All previous development and testing of the AIS software has been provided by ICAN.Based on the above International Communications and Navigation Ltd. is the only company that can provide the services in the necessary time frame. The period of performance is 12 months. NAICS Code is 541511, size standard $23 million. This procurement is being processed on an unrestricted basis. Any prospective contractor must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) in order to be eligible for award. Instructions for registering are available at the CCR website. Prospective contractors must also have an active ORCA registration. Instructions for registering are available at https://orca.bpn.gov/. The solicitation (N66604-08-Q-3209) will be posted on or about 30-April-2008 and will close on 07 May 2008 at 2PM. Our department no longer issues solicitations or amendments in paper form.
