Description
he National Oceanic and Atmospheric Administration (NOAA) has a requirement for serial subscription services to: 1) provide to approximately 30 libraries nationwide and potentially others approximately 2,000 different scientific and technical journals and databases and other periodical subscriptions in print and online formats; 2) acquire subscriptions and databases from foreign and domestic publishers; 3) work with publishers including American Geophysical Union, Elsevier, Springer, Wiley, Helfref, Walter De Gruyter, and NRC Press; 4) handle subscriptions from scientific societies including the American Fisheries Society, American Meteorological Society, World Meteorological Society, Chinese Meteorological Society, Ecological Society of America, and the International Council for the Exploration of the Sea, among others; 5) deliver subscriptions to the correct locations within Publishers agreed-to-time frames in accordance with commercial practices and ensure receipt of the last issue received by the libraries; 6) obtain e-resources from publishers such as IEEE, Science Direct (Elsevier), and Springer Link; 7) provide online electronic journal management services allowing timesaving tools for tracking e-journal subscriptions; 8) provide a web-based resource locator tool for marketing and promoting e-resources for end users. The contract will be for a base year of twelve (12) months plus four (4) one-year option periods. The Contractor shall provide support for the ordering of subscriptions over the life of the contract. The Contractor must be able to prepay all subscription orders. The Contractor shall be responsible for ensuring delivery of all subscriptions to the correct locations within the publisher's agreed-to time frames. The Contractor shall provide administrative services for each subscription placed until three (3) months after its expiration, or receipt of the last issue received by the library (ies), whichever is later. The NAICS Code is 519190. This requirement will be competed using full and open competitive procedures of FAR Part 15. It is anticipated that the solicitation will be released by May 12, 2008.
