- Description
- The Naval Air Systems Command intends to issue a fixed priced contract to retrofit BQM-34 aerial target vehicles for the incorporation of an upgraded integrated avionics unit (UIAU) for the autopilot of the BQM-34. This contract will have a base of retrofitting a qty of ten (10) BQM-34 units for FY 2008 and priced options for FY 2009 qty 20 and FY 2010 qty 20. The UIAU will be identical to the UIAU for the BQM-74E aerial target vehicles. The retrofit pricing will include all labor, material, and indirect costs associated with upgrading the units. NAVAIR intends to negotiate the proposed contract on a sole source basis with Northrop Grumman Corporation, Rancho Bernardo, CA. Northrop Grumman is the prime contractor that developed this UIAU for the BQM-74E and BQM-34 aerial target systems. Only Northrop Grumman has the technical expertise, understanding of the system engineering, software architecture, and system integration required to take a common IAU and integrate this common unit into a variety of aerial target systems, including the BQM-34. These target systems (BQM-34 and BQM-74E) employ a wide range of technology that requires sophisticated and dedicated knowledge of these specific aerial target systems. In addition much of the technical data required to perform this effort is Northrop Grumman proprietary data. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Note 22 applies.
