Description
This pre-solicitation notice is for a Design-Build contract for a Fire Station at Ft Stewart, GA. This acquisition is being offered for competition limited to eligible 8(a) concerns. The contract will be solicited and procured using Best Value Trade-Off methodology based on the Two-Phase Design Build Process in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Phase I (one) of the solicitation process will narrow the number of offerors eligible for consideration during Phase II (two) of the process, to three or fewer eligible offerors. The contract will be awarded to the offeror whose Phase 1 and Phase 2 proposals represent the best value to the government. The value of this acquisition is estimated between $1,000,000 and $5,000,000, including site design. Description of Work: The Fire Station consists of approximately 20,000 square feet. This project encompasses design of site and building and the construction of the fire station to include multi-purpose rooms, administrative offices, full service kitchen, separate living quarters, equipment storage areas, vehicle bays, emergency medical services/decontamination area, medical supply storage, a training room, and a training/physical training room. Comparable projects in the private sector that are similar to the construction contemplated include: Fire stations. The anticipated evaluation factors for this procurement are as follows, listed in descending order of importance, PHASE I: FACTOR 1, Specialized Experience; FACTOR 2, Past Performance; FACTOR 3, Organization and Technical Approach; and FACTOR 4, Bentley BIM V8. PHASE II: FACTOR 1, Design Technical; FACTOR 2, Remaining Performance Capability; FACTOR 3, Purposed Contract Duration and Summary; and FACTOR 4, Pricing. Note: Evaluation factors may differ in the actual Phase 1 and Phase 2 RFPs. Offerors will be evaluated on technical quality, conformance to the solicitation, and price. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The construction duration is 540 calendar days from receipt of Notice to Proceed. The receipt date for Phase I proposals is 11 June 08. THIS PROCUREMENT IS RESTRICTED TO CERTIFIED 8(a) FIRMS. NAICS CODE 236220 applies to this procurement. The Phase 1 RFP will be posted to the Federal Business Opportunities web-site at http://fedbizops.gov. Submission requirements (plans/specs) will be available in the Phase 2 RFP via http://fedbizops.gov (search on W912DY% for solicitations issued by the Huntsville Center). Hard copies of the RFP will not be available. TELEPHONE OR EMAIL REQUESTS FOR PLANS/SPECS WILL NOT BE HONORED. FedBizOpps contains a listing of interested vendors for each project where prime and subcontractors may register, to demonstrate their interest in participating on this project. Registration as an Interested Vendor in FedBizOpps is encouraged, to do this, once a contractor is in the Federal Business Opportunities (FedBiz Ops), they must click on the Register as Interested Vendor button, and follow the on screen instructions. This must be done for each individual solicitation as there is no master Interested Vendors List. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to registering in FedBizOpps.
