- The United States Department of the Interior ("Government") intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Computer Sites, Inc. of Denver, CO. This non-competitive action is being issued by the Department of the Interior - National Business Center on behalf of NBC's Information Technology Directorate. This action is being processed in accordance with FAR 6.302-2, "Unusual and Compelling Urgency", and solicited in accordance with FAR 13 Simplified Acquisition. The Government has a requirement for continued servicing of NBC's Enterprise Service Center ("ESC") in Herndon, VA. CSI has provided 24/7 monitoring and maintenance of this facility, within a secure environment, under previously competed contracts. Due to personnel changes the contract was allowed to expire. The Government has determined that it is urgent to continue the servicing of this facility. Critical IT systems are housed in this facility and run numerous applications vital to the business of DOI and its customers. Market research indicates that prospective providers of these services would need a formal walk-through and inventory of the facility in order to be able to submit a bid. Indications are that this could take weeks or months to conduct. In the meantime, air conditioning, electrical and other systems are in immediate need of servicing. A delay in procuring these services is deemed unacceptable. CSI provides 24/7 monitoring of this 3,300 sf facility. The contractor is responsible for servicing and maintaining the generator/automated transfer switch, performing regular maintenance on the air conditioning and electrical systems, performing major servicing of all equipment, including filter and oil changes, lubrication, and ensuring that the emergency fuel system is operational. Numerous other functions are also covered, including UPS maintenance, fire detection system maintenance, etc. The Government will conduct a full and open competition for these requirements over the next twelve months. These requirements will be solicited via FedBizOpps. It will be a total small business set-aside. However, there is an immediate need for these services and CSI, as the previous incumbent, has a familiarity with the facility that allows it to commence services immediately The period of performance for this effort is for one year from date of award. Interested parties may identify their interest and capabilities by May 2, 2008. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
