Description
This procurement is restricted to joint ventures with a minimum of one company each from the United States (U.S.) and the United Kingdom (U.K.) of Great Britain and no other countries. THERE WILL BE A ONE-TIME SITE VISIT DURING THE WEEK OF 23 June 2008. Interested visitors shall submit the Site Visit Form by 16 May 2008. The Site Visit Form may be downloaded at https://www.neco.navy.mil. The work includes the design and construction of upgrades to the wharf utilities to accommodate a Land class vessel. The work includes a steam plant, steam line, and steam outlets at the wharf, new power mounts at the wharf, site improvements and incidental related work. Estimated range between $5,000,000 and $10,000,000. The contract work shall be completed in 600 calendar days. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236210 AND AVERAGE ANNUAL RECEIPTS IS $31.0 MILLION OVER THE PAST THREE YEARS. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. The technical evaluation factors will be substantially as follows: (1) Past Performance and (2) Experience. The Request for Proposal (RFP) will be available on or about 13 May 2008. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, will be available through the Federal Business Opportunities (FBO) (http://www.fbo.gov). Hard copies containing the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO and FBO website as a planholder as this will be the only planholders list available. It is the offeror's responsibility to check the NECO and FBO website periodically for any amendments to the solicitation.
