The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: Estimated June 2008 - June 2009 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR General Statement of the purpose of this contract and responsibilities of the contractor: A) Background: This position is assigned to the U.S. Embassy Narcotics Affairs Section (NAS), Bogota, Colombia. The physical work site for the Aviation Logistics and Facilities Advisor is located at the NAS Aviation Unit offices at El Dorado Airport in Bogota. This position provides deployment and redeployment planning, logistical support, facilities maintenance, host nation employee supervision, and contract oversight for the Plan Colombia Helicopter Program (PCHP), Aerial Eradication Program, and Infrastructure Security Strategy (ISS) in Colombia and its fleet of DOS/INL aircraft, and other personnel contracts. The goal of the bilateral Aerial Eradication Aviation Program in Colombia is the curtailment of the supply of illegal drugs from foreign sources into the United States through aerial eradication of illicit drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. B) Purpose: The purpose of this personal services contract position is to provide an Aviation Logistics and Facilities Advisor for the Plan Colombia Helicopter Program (PCHP), Aerial Eradication Program, and Infrastructure Security Strategy (ISS) in Colombia. The incumbent serves as an in-country Aviation Logistics and Facilities Advisor, responsible to the Senior Aviation Advisor and the NAS Director for providing Logistics Support, Facilities Maintenance, implementation, direction, and oversight in support of the Plan Colombia Helicopter Program (PCHP), Aerial Eradication Program, and Infrastructure Security Strategy (ISS) nationalization efforts. The Aviation Logistics and Facilities Advisor carries out high-level interagency coordination with American Embassy State Department officials, US Department of Defense, Colombian Military Forces, Colombian National Police, aviation support services contractors, and other participating agencies. The Aviation Logistics and Facilities Advisor plans, executes, and evaluates logistics, facilities maintenance, and construction requirements in support of the Department of State Eradication, Interdiction and Nationalization Plans. The Aviation Logistics and Facilities Advisor evaluates logistical effectiveness of in-country Department of State eradication and interdiction operations ensuring all aviation programs retain requisite operational and logistical fluidity. He/she also monitors and evaluates the aviation support locally engaged staff and the aviation services contractor performance, monitoring use of Government Furnished Property (GFP) and logistics in support of these efforts. C) Supervisory Controls: The incumbent reports to and is supervised directly by the Senior Aviation Advisor in all matters of program design, implementation and management to meet the policies goals established by the Bogota NAS Director and to ensure compliance with the Office of Aviation of the Bureau for International Narcotics and Law Affairs (INL/A) policies, directives, logistics, facilities, and construction standards. D) Statement of Work: Perform oversight and evaluation of aviation logistics. Responsible for facilities maintenance of at least seven forward operating locations throughout Colombia and is responsible for planning and monitoring execution of construction projects. This oversight includes, but is not limited to, monitoring use of more than 13,000 government furnished items worth over $407 million dollars, in additional to approximately $100 dollars worth or real property. Submits weekly written reports of the performance and activities to Senior Aviation Advisor and NAS Director. Provides comprehensive quarterly contract performance reports to the Contracting Officer's Representative (COR) through the Senior Aviation Advisor regarding contractor performance related to the DOS Aerial Eradication Program Aviation Unit. The contracted employee provides oversight of a facilities maintenance and custodial services contract employing over 85 host nation personnel at seven locations throughout Colombia. Acts as the NAS Aviation Unit personal and real property administrator and serves as the INL/A in-country representative for all Government Furnished Property (GFP). E) Directly supervises a widely dispersed local workforce of 55 host nation personnel assigned to the NAS aviation unit. Performs quality assurance evaluation on the work of approximately 98 contractor aviation logistics personnel in the field at forwarding operating locations in remote and hostile areas of the country. Additionally, oversees motor pool operations, property management, ground support equipment, and performs quality assurance evaluation on the work of 44 contract custodial services personnel at locations in Bogota and in up to ten different forward operating locations around Colombia. F) Maintains personal property accountability of over 5,000 items in the NAS/NAU property book. G) Maintains real property accountability at bases throughout Colombia. H) Submits appropriate End Use Monitoring reports on USG aviation and support equipment to NAS Director, NAS End Use Monitoring Officer, INL/A, and INL/LP as required. I) Oversees contractor performance to ensure repair parts are available for the 110 DOS rotary and fixed wing aircraft assigned to Plan Colombia, Infrastructure Security Strategy, and Eradication programs. J) Oversees the use and proper maintenance of 120 vehicles provided as Government Furbished Equipment (GFE) to the contractor. Responsible for transfer and/or disposal of vehicle fleet as the contractor passes duties to Colombian Government entities. K) Oversees and supervises Aviation Unit staff and contractor employees for logistics and facilities services. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives and monitoring contractor personnel proficiency. L) Plans and assigns work based on priorities, difficulty of assignments and capabilities of employees. Gives advice, instructions, and trains employees in areas related to logistics, facilities maintenance, and construction projects management. Sets or negotiates deadlines and completion dates, and reviews and accept or reject final work. Identifies developmental and training needs, find ways to improve the quality of work and develops overall performance standards for Colombian National Police (CNP), Colombian Army (COLAR) and contractor personnel. M) Develops, coordinates, organizes, and implements comprehensive logistical support and facilities maintenance systems and procedures for the NAU program in Colombia. These systems and procedures include, but are not limited to, the DOS maintenance, logistics and material support plans, NAS Colombia NAU procedures/plans; and INL Office of Aviation standard operating procedures. N) Develops concepts and plans to transition logistics and facilities responsibilities to host nation, in accordance with U.S. Embassy nationalization goals. 8. REQUIRED SKILLS/ABILITIES A) Must be a U.S. citizen and able to obtain at least a State Department Secret level security clearance B) Must hold Bachelor's Degree from an accredited educational institution in management, logistics or administration, or possess 20 years related experience in military logistics, aviation support, large scale civilian or military deployments to remote areas; experience in international development, international affairs, or public administration is desirable. Certification in logistics or program management is a plus. C) Knowledge of the U.S. Federal Acquisition Regulations (FAR) is desirable. Knowledge of U.S. Government military or civilian contract administration procedures or equivalent experience in private sector contract administration is required. D) Experience with program management in large overseas operation required; either as civilian officer at regional or headquarters level agency management or policy office; or as military staff officer at Combatant Command, Battalion/Brigade or Group/Wing level. Must be familiar with aviation logistics, military logistics and/or joint military operations or large scale equivalent civilian operations, such as disaster and humanitarian relief deployments. E) Excellent oral, written, and interpersonal communication skills are required. F) Must be able to read, write, and speak Spanish proficiently. Evidence of Spanish language ability at the Foreign Service Institute (FSI) Level S3/R3, or the Defense Language Proficiency Test (DLPT) level 3/3 is required. G) Knowledge of standard office administrative procedures, typing and standard computer skills required to use information technology and management systems. Experience with Microsoft Project or equivalent project management software is a plus. 9. COMPLEXITY Assignments include analysis of all facets of aviation logistics management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication; aerial interdiction; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Incumbent must apply specialized and professional knowledge to oversee logistics and facilities support of aviation support contractor and host nation logistics personnel operating under the Dept of State program in Bogota, Colombia and at multiple forward operating locations around Colombia. The incumbent oversees multi-national/multi-cultural logistical and facilities support programs; implements plans, policies, and procedures for the Senior Aviation Advisor and NAS Director; coordinates recommendations from Program Managers; consults with the Senior Aviation Advisor and the Director of Logistics, INL Office of Aviation regarding ongoing projects; provides guidance to locally engaged staff and contractor logistics managers. A) Assignments for the Aviation Logistics and Facilities Advisor include analysis of all facets of aviation logistics management and involves a fleet of fixed wing and rotary wing (tactical and transport) aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include, aerial eradication operations, forward area aerial re-supply/ replenishment/sustainment activities, and CNP aviation logistics. B) Incumbent must apply specialized and professional knowledge to supervise NAS Aviation Unit personnel and aviation support contractor at main operating base and at multiple forward operating locations throughout Colombia. C) The incumbent oversees multi-national/multi-cultural host nation employees and contractors, plans, policies, and procedures for the INL/A. Coordinates recommendations from staff officers, consults with the Senior Aviation Advisor and the Director of Logistics of the INL/A regarding ongoing projects, provides guidance to contractor, CNP Aviation and COLAR Units, and INL/A logistics personnel, and oversees implementation of the logistics program. D) The incumbent performs continuous analysis of inter-related issues of effectiveness and efficiency affecting the INL/A's aviation logistics that will improve effectiveness of aviation operations in support of the counternarcotics mission. E) The incumbent provides aviation logistics management, facilities maintenance, and advice to U.S. Government, and contractor logistics personnel operating in Bogota and at multiple forward operating locations in Colombia. 10. SCOPE AND EFFECT: The primary purpose of the position is to assist the Deputy Senior Aviation Advisor and Senior Aviation Advisor in the overall logistics management of the daily functions of the program. Provide oversight of U.S. Government, contractor, COLAR, and CNP logistics operations in support of the aerial eradication mission in Colombia. 11. PERSONAL CONTACTS: Contacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, Colombian Ministry of National Defense, the Colombian Military, and National Police. 12. PURPOSE OF CONTACTS: Contacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and flight and operations planning. Assignments may include active participation in management-level conferences, meetings, and surveys concerning eradication and interdiction operations or concerning INL/A logistics policies, procedures and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. 13. PHYSICAL DEMANDS: The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 14. WORK ENVIRONMENT: The works is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the incumbent while at these sites. 15. POSITION ELEMENTS: A) Supervisory Controls: The incumbent reports to the Senior Aviation Advisor, through the Deputy Senior Aviation Advisor. The Contract Administrator shall be the INL/RM Contracting Officer. Will serve as alternate for the Eradication or Aviation Program Manager as designated by the Senior Aviation Advisor. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision of Senior Aviation Advisor or Deputy. Completed work is reviewed for timeliness and effectiveness. B) Exercise of Judgment: Exercises sound judgment in the management of personnel and resources of the aviation and eradication programs. Possesses or acquires detailed understanding of operating controls and of the information management systems used in NAS aviation and ground operations. C) Authority to make commitments: As authorized in writing by NAS. D) Nature, Level and Purpose of Contacts: Will maintain good working relationship with USG and Colombian Nationals working on counternarcotics efforts. 16. EVALUATION CRITERIA: Factor 1. (Contract Oversight). Offeror's ability to: a. Perform oversight and evaluation of contractor logistical and facility activities, to include reviewing contractor logistical procedures, and monitoring contractor and host nation facility support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide logistical and facility direction and guidance to the contractor for the purpose of supporting the Counternarcotics effort in Colombia. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist Senior Aviation Advisor). Offeror's ability to: a. Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops and provide logistical and facility support to the program. b. Provide instruction and guidance regarding logistical and facilities support for the COLAR counternarcotics program. Factor 3. (Develop, Coordinate, Organize and Implement Logistical support). Offeror's ability to: a. Develop comprehensive aircraft logistical support and facility systems and procedures. b. Coordinate/Organize aircraft logistical support and facility systems and procedures. c. Implement Logistics and Material Support Plans, Facility Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance). Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). II. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
