- Description
- A Performance Based Logistics (PBL) contract is contemplated for the J85 engine depot level overhaul and maintenance and Engine Regional Repair Center (ERRC) level maintenance. Contractor will be responsible for repair of engine management of the active fleet of Air Force J85 engines, and support Navy, NASA and FMS component repair as required. Air Force Source Selection Procedures will be used. Draft Request for Proposal (RFP) is anticipated to be released Nov 2007. Formal RFP is anticipated to be released Jun 2008. Industry Days conducted and other information are located under Reference Number PCC-07-J85-02, entitled 28-J85 engine Maintenance Industry Day. Qualification requirements (QR) will be effective for contractors doing the repair work and the QRs are available upon request. The contractor awarded the contract will be responsible for ensuring that sub-contractors or partnering contractors and facilities are Air Force qualified for the parts they are repairing or manufacturing. Qualification information can be obtained from OC-ALC/BC, Attention: Source Development Office, 3001 Staff Drive, Suite 1AG85A, Tinker, AFB 73145-3009, (405) 739-7243 or (405) 739-7244. This is a full and open competition using Air Force Full Trade Off procedures. Anticipated Award date is Jun 2009. All responsible sources may submit a quotation, which shall be considered by the agency. Requests for solicitations may be emailed to melinda.infante@us.af.mil. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
