- Description
- The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with The Perishables Group, 1700 Irving Park Road, Suite 310, Chicago, IL 60613 for the acquisition of fresh seafood department sales data. The contractor shall provide raw data of monthly point-of-sale syndicated data for fresh seafood department sales. The data set shall include the retail banners in New York and New Jersey at the zip code level of geography, as well as providing for comparison an overall total U.S., for the years 2006 and 2007. The data shall also include all seafood categories with all levels of detail (department, super category, category, subcategory, segment, item group, item level). Metadata and data dictionary shall be provided with the raw data. The period of performance is anticipated to be 3 months from date of award. The Perishables Group is the only source able to provide fresh seafood market data down to the lowest geographic resolution (zip code level) for total seafood department sales for different fish species reportable for individual banner stores. The lowest level of geographic resolution is needed for the overall success of the two RARE (Regional Applied Research Effort) projects described in the Statement of Work. The Perishables Group is unique as it is the only source that can also provide species-level fresh fish and shellfish data down to the store level for the entire United States. The circumstance permitting other than full and open competition is FAR 13.106(b) - only one source reasonably available and no other supplies or services will satisfy Agency requirements. The North American Industry Classification System (NAICS) Code 541712, with a small business size standard of 500 employees, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Interested parties who can meet the above requirements may submit written qualifications fully explaining their capability and provide itemized pricing that is sufficient to make a determination that competition is feasible. No later than 15 days after the date of this publication. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
