- Description
- A sources sought notice is being published by the U.S. Army Intelligence and Security Command (USAINSCOM). The U.S. Army Intelligence and Security Command anticipates the need to acquire services to support the sustainment of the National Signatures Program (NSP). The NSP is a joint, multi-agency activity sponsored by the Defense Intelligence Agency (DIA) to meet increased customer demands for signature data. The NSPs overarching goal is to facilitate the access to high-quality signatures to a diverse customer base. To do this, the NSP leverages the full spectrum of signature related activities (initial collection, processing, development, detailed analysis, and production) within the Department of Defense (DoD), the Intelligence Community (IC), and various other U.S. Government agencies. The program addresses a host of signature types, including, but not limited to, acoustic, biological, chemical, seismic, radio frequency, infrared, radar, nuclear radiation, electro-optical, and biometrics. The NSP provides access to signature data on foreign and domestic military and commercial systems such as ground vehicles, fixed and rotary wing aircraft, missiles, munitions, rockets, ships, and submarines, as well as other types of signature data e.g. chemical and biological warfare agents, lasers, and dynamic phenomena (events and activities). This contracts scope of work includes support to collection efforts, as well as processing, analysis, categorizing, and modeling of measurement and signature data from various sources and targets, and across multiple disciplines worldwide. It also includes database assessment, modification, testing, installation, maintenance, sustainment and upgrades to components of the NSP Application as well as the scientific programs (analytical tools) used to process and/or manage the signature data. This also encompasses efforts to support NSP Signature Organizations and other NSP activities as they relate to measurement and signature processing and analysis, as well as the establishment and sustainment of a system of Signature Organizations operating within the NSP for the generation, management, and utilization of Signature Data within the National Signature Community. In order to efficiently sustain and modify a high-quality and meaningful data repository system, it is essential for the contract awardee to have working knowledge and expertise in the collection, processing, and analysis of signature data, as well as current expertise in Oracle database design. Based on the information provided, interested firms are requested to submit a response in the form of a capabilities statement of no more than five (5) pages (on one side, 8 by 11 size paper, 12 point Arial font). The capabilities statement must provide a cover memorandum stating their business size (small or large; if small, provide detail on category, e.g., small women-owned, 8(a), etc. ) and whether they can provide all of the requirements listed in this notice. A written response is required. Send the written response postmarked no later than 12 May 2008 to: HQ USAINSCOM, DIRECTORATE OF CONTRACTING, ATTN: IAPC-DOC (Frances Meckel, Contracting Officer), 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The release of this notice in no way obligates INSCOM to release an RFP or make an award of any type.
