Description
REQUEST FOR INFORMATION - Product Manager- Soldier Survivability (PM-SSV) is seeking information regarding the availability of ballistic protective nape pad systems for the Advanced Combat Helmet (ACH) and suggested test procedures/parameters to support their evaluation, development, and selection. This notice constitutes a Request for Information/Comment only, THIS IS NOT A SOLICITATION; NO AWARD WILL BE MADE FROM THIS ANNOUNCEMENT. BACKGROUND: PM-SSV is conducting a market survey to determine the availability of commercial or modified commercial products that can provide ballistic fragmentation protection for the nape area of the neck. After review and evaluation of industry's submissions, samples of the most promising candidates may be procured for testing to determine suitability for Army use. DESCRIPTION: The Army seeks products that meet or exceed the following requirements: (1) Provides cover and ballistic fragmentation protection for the nape area of the neck. (2) Does not affect Soldiers ability to conduct combat operations. (3) Does not affect Soldiers situational awareness. (4) Does not affect Soldiers mobility. (5) Provides increased stability of the ACH. (6) Be compatible with the existing ACH shell sizes; fully accommodate the existing anthropometric head sizes of Soldiers; as well as be compatible with items typically worn under the ACH (i.e., cold weather caps, balaclavas, communication headsets, etc.). (7) Shall interface with the Advanced Combat Helmet (ACH) and the Improved Outer tactical Vest. (8) The system should provide ballistic fragmentation protection equal to or greater than that of the current Improved Outer Tactical Vest (IOTV). (9) The design of the nape pad system shall be such that it integrates with the X-harness and/or H-harness systems in the Advanced Combat Helmet, and be available in the two sizes of small/medium and large/extra-large. (10) The nape protection pad system shall be hypoallergenic, comfortable for wear during extended periods of time, and able to manage sweat absorption, as well as being resistant to abrasion, flame, fungus, mold, mildew, dry rot, water, oil and other lubricant penetration. (11) The proposed system should have the digital camouflage pattern and weigh less than 3.6 ounces. This market survey is for informational purposes only; this is not a Request for Proposal (RFP). All interested firms, regardless of size, are encouraged to respond to this RFI by submitting product literature, technical specifications, pertinent test data, cost, material safety data sheets (if applicable), and product availability. Responders are encouraged to provide an initial submission NLT May 9, 2008 indicating their intent to formally respond to this RFI. This initial submission should include preliminary data and literature. Final responses are due NLT May 23, 2008. Please only submit information on products that are currently commercially available or products that are in development and will be available for purchase not later than August 1, 2008 with deliveries NLT October 1, 2008. Prototypes must be production representative. Final responses should include test data generated in accordance with the fragmentation protection of the IOTV by an independent, third party testing laboratory. Products must comply with the Buy American Act and the Berry Amendment. Proprietary information will not be disclosed outside de the US Government. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. Inclusion in this RFI or the resulting database does not constitute Department of the Army approval for any product.
