THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING SOURCES FOR CONSTRUCTION SERVICES FOR THE LOUISIANA HURRICANE PROTECTION SYSTEM THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The project number for this announcement is W912P8-08-SS-0006. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified construction companies. There are approximately 30 pumping stations that will require the construction of fronting protection throughout the greater New Orleans area (Jefferson, Orleans, St. Bernard and Plaquemines Parish). The fronting protection will become the new line of hurricane protection and consist of new pile founded walls and sluice gate structures in front of the existing pumping station and walls that tie-into the adjacent levees. The current acquisition plan has all or most fronting protection projects being advertised at approximately the same time and all construction activities are scheduled to be completed prior to the 2011 hurricane season. Each contract, if bid separately, may range between 10-40 million dollars. However, we are currently investigating combining multiple pumping station fronting protection projects into large contracts that could potentially have a contract value range between 100-200 million dollars. For instance, the four pumping stations along the lakefront in Jefferson Parish, Bonnabel, Suburban, Elmwood and Duncan Pumping Stations fronting protection contracts could be lumped into one large contract. The responses to this Sources Sought will help determine the appropriate acquisition decisions regarding the type of procurement, size of contracts and the number of contracts to be utilized to obtain construction services for improving Louisianas Hurricane Protection System. These projects include performing construction activities in front of operating pumping stations where only a small percentage (if any) of the station can be shut down at anytime. The construction of a cofferdam will be required to complete certain parts of this project. Pile founded reinforced concrete T-walls and gate monoliths will be required to be constructed to provide the actual line of protection. For most sites, the walls will be founded on steel pilings with a steel sheet pile cut-off wall below the base slab. A representative drawing of a typical fronting protection project is available by email request. All fronting protection projects will require the placement of rock within the discharge basin in front of the new hurricane protection. Access to the jobsite may consist of both land and water access depending on the station in question. To perform most of the duties associated with these projects (i.e. pile driving, concrete placement, etc.) it may be necessary to construct a temporary work platform over/within the discharge basin. Non-Structural features will include the installation of operational sluice gates and motor driven electric actuators. Controls for these features shall be both local and remote push button controls. The remote push button controls will be located in the actual pumping station and adjacent safe houses where applicable. All interested companies are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone, and fax numbers, 2) Past experience with heavy construction work. 3) Letter from bonding agency indication your performance and payment bond capacity. 4) Indicate whether your interest/capability is in smaller separate contracts, larger combined contracts or both 5) List of existing teaming agreements in place with other businesses. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
