Description
This requirement is for a firm-fixed price contract with options for a Wiring Harness applicable to the LAU-118 Launcher ALIC. This acquisition is for NSN: 6150-01-550-4766AO, part number 2269408. The Wiring Harness is part of the ALIC which is located on the aft end of the LAU-118 Launcher. The LAU-118 launches the AGM-88 (HARM) Missile. General characteristics of the Wiring Harness are as follows: Height - 2", Width - 15", Depth - 6", Weight - 2lbs. Predominant materials of manufacture are: electrical wiring, plastic electrical connectors and metal electrical connectors. This acquisition will be set-aside 100% for small businesses utilizing Insurance Policy procedures. In the event an unqualified source is the overall best value evaluated offeror, a Mission Essential Quantity (MEQ) will be awarded to the best value evaluated proven source in order to maintain current demand levels during the first article qualification process. Sources who have not delivered within the past 36 months shall undergo first article testing. First articles (4 each) shall be tested by the contractor in accordance with the criteria specified in the data package provided and results documented in a First Article Test Report, which is to be submitted to and approved by the Government engineer. Upon approval of the First Article Test Report the first article units will be shipped to Robins AFB for Government testing to ensure form, fit, and function. The first article quantity of 4 EA will be in addition to the production quantity of 5 EA. The requirement also includes 4 options each with a quantity range of 1-10 EA. The MEQ under the Insurance Policy provision is 11 EA in the basic year as well as 2 MEQ options with a quantity range of 1-10 EA. The first article units shall be shipped FOB Destination to Robins AFB. All production assets will be shipped FOB Origin. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS) as well as information obtained from MOCAS, DCMA, and other sources as may be required in the evaluation of proposals and shall make award in accordance with the evaluation criteria stated in the RFP. Offerors are encouraged to review their data in PPIRS to ensure accuracy. It is anticipated that the RFP will be released on or around 14 May 2008. The RFP and technical data required to respond will be posted to the Federal Business Opportunities webpage ( http://www.fbo.gov/ ). The technical data is export controlled; therefore, offerors must be registered and approved on the Federal Business Opportunities website in order to access the data. For vendor assistance or problems with the Federal Business Opportunities website, contact the help desk via the Help Desk link provided in the lower right hand corner of the webpage. No questions regarding the solicitation will be responded to unless submitted in writing to the POC listed below. Questions and answers shall be posted to www.fbo.gov without revealing either the submitter or responder.
