Description
Tasks 1.Accounting Model Enhancements - Support to be provided for continued enhancements to the URGWOM Accounting Model to further improve the efficiency for creating accounting tables and to assist Reclamation with addressing comments from the Interstate Stream Commission (ISC) and other stakeholders. Further enhancements may also entail improving the efficiency for using the Accounting Model with the Water Operations Module of URGWOM for preparing Annual Operating Plans (AOP). Enhancements must be made as needed to facilitate development of the Hydrologic Database (HDB) and the use of the Accounting Model with HDB and Crystal Reports for generating accounting reports. The new RiverWare capabilities for the direct connection with HDB and DSS data files must be used to improve data management for providing inputs to the Accounting Model and post-processing output.2.Database Work - Support must be provided for updating and maintaining the current URGWOM database with most recent data and data needed for new model development. This work must be completed in close coordination with the URGWOM Technical Team and the U.S. Army Corps of Engineers that currently maintains the DSS files that contain model inputs. This task must include continued database work required with the incorporation of the Middle Valley Rework into URGWOM. Support for the movement from Solaris RiverWare to PC RiverWare with associated data source DMI changes is also required.3.Technical Team Meeting Participation - Monthly URGWOM Technical Team meetings must be periodically attended to provide update presentations on completed work and coordinate tasks with the Team.4.Water Operations Reference Manual - A Pecos Hydrology and Water Operations Reference Manual must be developed that provides a detailed description of: policy for operations, basin water rights, environmental issues, and political constraints. Issues for different water stakeholders in the basin must be summarized, and available data and modeling tools must be documented.5.Update Rules and Cleanup Ruleset - This task entails cleaning up the ruleset for the Pecos River RiverWare model to simplify the code and improve the efficiency for simulations. Specific tasks must include adjusting the rules to fire in reverse order such that flood control rules are not continuously placed back on the agenda to fire during rulebased simulation. Rules used to identify the flow needed to meet the targets must be cleaned up, and the algorithm for setting CID allotments must be reviewed to determine the need to include water in the river as part of the available supply. The rating curve for the Avalon outlet works must be updated, and the representation of the 20,000 acre-ft of additional storage in the winter must be reviewed and adjusted as needed.6.Update Base Inflows and Diversion Data - The historical series for base inflows for the reach from Santa Rosa Dam to Puerto de Luna (PDL) must be updated to extend the series to the present, and the Roswell artesian basin groundwater (RABGW) model must be used to update computed base inflows for the reach from Acme to Artesia through coordination with the Interstate Stream Commission. The historical record for diversion data must be updated including updates to FSID irrigated acreage as needed for the FSID return flow method in the Pecos River RiverWare model.7.Develop Model User Manual - A user manual for the Pecos River RiverWare model must be developed that describes all the needed inputs for running the model and key parameters that may need to be adjusted for a simulation. Instructions for using existing Excel files for post-processing data to create flow duration curves and complete net depletions calculations must be included. Deliverables Manuals, reports, presentations, consultations, hands-on manipulation of Reclamation IT systems under direct Reclamation supervision to effect necessary improvements and migration from Solaris to Windows version of RiverWare, as needed to accomplish the Tasks above. Requirements To be successful, the contractor must possess the following qualifications: - The contractor needs to be knowledgeable of all the various issues in thePecos basin and Rio Grande basin in regards to data, key processes thataffect river flows, operational policy, and all physical aspects of the river systems. - The contractor needs to be adept at coding RiverWare rules and completingrulebased simulations with RiverWare, and have extensive experience workingwith accounting in RiverWare. Specific experience working with the PecosRiver RiverWare model and the Upper Rio Grande Water Operations Model(URGWOM) is required including having a keen understanding of aspects ofaccounting in RiverWare that are specific for URGWOM and tracking deliveriesof San Juan-Chama Project water to contractors. - The contractor must be able to provide the support needed as though he had worked on all these tasks previously, and had played an integral role in the initial analyses and development of existing documentation, and the contractor needs to be capable of performing as though he already has extensive experience working with the data, models, and unique methodologies to be used for these tasks putting the contractor in a position to complete this continued work much more efficiently than any other potential contractors, including knowledge of Reclamation IT systems and platforms used to perform internal model operation and data storage. - The successful contractor must be able to immediately be productive, as though he has already worked with stakeholders that have an interest in the work to be completed and is already knowledgeable of all the issues that must be considered to assure tasks are completed successfully in a timely fashion.
