Description
Human Capital Management Training for Line Supervisors. 1. To complement while continuing to accelerate the development of a human capital management competency (as initiated via the Army Research Development and Engineering Command (ARDEC) and the Human Capital Institute (HCI) in phasesI and II of the ARDEC Human Capital Transformation Program), the US Army, ARDEC is seeking expertise from contractors to design, develop and deliver a comprehensive leadership development program, based on a customized Human Capital Transformation program.. Subject effort will represent the third phase of a three-phase program. The contractor shall be capable of complying with the required services and following Performance Based Service Contracting (PBSC) techniques (where appropriate) and will include the following Minimum Mandatory PBSC Requirements: Performance requirements that define the work in measurable,mission-related terms; Performance standards (i.e. quality, quantity,timeliness) tied to the performance requirements; A Performance Requirements Summary / Quality Assurance Surveillance Plan (PRS/QASP) that describes how the Contractors performance will be measured against the performance standards. 2. Services required should be supplemented by an in depth knowledge of HumanCapital Management, as well as Strategic and Integrated Talent Management practices. This knowledge will be evidenced by experienced faculty, with a record of extensive research, teaching and training in the areas of StrategicHuman Capital Management, and the decision science of Strategic and IntegratedTalent Management. 3. In support of requested efforts, the contractor shall have the following capabilities and the ability to meet the following performance requirements: ARDEC Picatinny requires contractor support to design, develop and deliver acomprehensive leadership development program. The Contractor must be able to provide three (3) one-day training courses for approximately 217 supervisory ARDEC personnel in Human Capital Management, as well as Strategic and Integrated Talent Management practices commencing and terminating before August 2008.. To achieve this objective contractor shall posses an in depth knowledge of Human Capital Management, and Strategic/Integrated Talent Management practices at ARDEC. This program is part of three phases, two of which have been completed. Program phases are detailed below: Phase 1 - comprised of a talent audit, an executive briefing and data gathering for customization of existing HCI materials. Customization is defined based on the Talent Maturity Audit Research Data (Phase 1) Human Capital Executive (designation). Phase 1 has been completed. Phase 2 - a Leadership Transformation program customized for ARDEC and delivered to the Human Capital Management Office team of 12 to 15 people. Phase 2 has also been completed. Phase 3 is extensive training for 217 Line Supervisors in human capital management principles and practices with materials customized for ARDEC based on the Talent Maturity Audit (conducted and completed during Phase I) and feedback received from the ARDEC Phase 2 cadre. Performance Requirements of Phase 3: The contractor shall prepare an Orientation Module that shall summarize the information and training that has been delivered in Phase 1 and Phase 2 to ARDEC participants to date. This module will be delivered to the 217 line managers identified for phase 3 training. The contractor shall customize the one-day Talent Strategies for High Performing Leaders course to be delivered to 217 ARDEC line managers. Customizations include a specific ARDEC version of the case study, the development of a multimedia version of the ARDEC case study, addition of content relevant to ARDEC talent management functions, editing references to content that does not apply to ARDEC, adding the provision for workplace learning activities, and making relevant and significant linkages to the talent audit completed in Phase 1. The contractor shall provide a customized one-day training course Line Managers to Talent Leaders to be delivered to the 217 ARDEC line managers. Customizations include linkages to the talent audit completed in phase 1, the deletion of materials that do not pertain to ARDEC, the development of an ARDEC-specific case vignette, the addition of three hours of skill-building activities and exercises, and adding the provision for workplace learning activities. The contractor shall provide a two-hour briefing for ARDEC Senior Leadership Board regarding program status as an In Progress Review (IPR). The contractor shall provide a Virtual On-Line Human Capital Forum for ARDEC program participants. The Virtual Forum will be in place for a period of thirty days past August 30, 2008. Numbered Note 25 Applies. 25. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. A statement regarding industry security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
