Description
This is a combined synopsis/solicitation for a commercial service prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 and DFARs Change Notice (DCN) 20080331. NAICS is 541330 with a small business standard of $25M. Solicitation is for a Brand Name or Equal commercial purchase. This acquisition is a 100% small business set-aside. AFFTC/PKE, Edwards Air Force Base, CA is seeking potential sources capable of providing the following service: Engineering Services REQUIREMENTS: Statement of Work Flight Test Instrumentation Support of C-5B RERP April 24, 2008 Purpose. Augment the C-5B Reliability Enhancement Re-Engineering Program (RERP) with an instrumentation suite on two tanker aircraft with additional Data Acquisition Systems (DAS) suitable to measure and record critical air refueling flying qualities data. Scope. The contractor will provide the necessary equipment and engineering support to capture the necessary data types to meet RERP mission requirements. Technical Requirements. The contractor shall provide the instrumentation system, engineering, and technical support to meet the following requirements. a)Instrumentation System. Provide an instrumentation system and direction for its installation to collect tanker/receiver relative position (A/C axes) to include; latitude, longitude, vertical, and tanker/receiver relative speed (closure/separation rate) on two Air Force tanker aircraft KC-135R T/N 61-0320 and KC-10 T/N 79-1951. b)Engineering Support. The contractor will be responsible for the data system checkout and maintenance during the entire flight test program. The contractor will also provide necessary support to provide direction and guidance to Air Force technicians for the installation and removal of the instrumentation equipment. c)Technical Support. The contractor will reduce the Differential GPS and attitude data for delivery to Government and Lockheed Martin in a CVS (MS Excel) format on DVD ROM disks. The contractor will also provide a reasonable amount of telephone and email support necessary to answer questions and provide clarification relative to the data collected and delivered. Schedule.
