- POTENTIAL SOURCES SOUGHT Geotechnical Explorations Various Military and Civil Works Projects Classification Code: F-Natural Resources and Conservation Services Contracting Office Address: USAED, Sacramento, Corps of Engineers, Contracting Division, 1325 J Street, Sacramento, CA 95814-2922 Subject: POTENTION SOURCES SOUGHT Complex geotechnical and HTRW exploration services. Services will be used at Civil Works and/or Hazardous, Toxic, Radiological Waste (HTRW) sites within the Sacramento District Corps of Engineers boundaries (California, Nevada, Utah and Arizona). PROJECT TITLE: SOURCES SOUGHT Geotechnical and HTRW sites within the Sacramento District boundaries. The purpose of this synopsis is to conduct market research on the potential for a future acquisition of an indefinite-delivery, indefinite-quantity task order contract for geotechnical and/or HTRW exploration services. This is not a request for competitive proposals or quotations. This contract would require exploration services at more complex sites or at sites that require a larger exploration program. These sites could have multiple exploration activities being performed simultaneously and/or where a large project requires an accelerated schedule. It is anticipated that the following services will be required: exploratory drilling of all types for geologic and geotechnical sampling of soil or rock; exploratory trenching with backhoes or track hoes; monitoring well, observation well, relief well, water well or piezometer drilling, installation, development and redevelopment. Variable exploration depths should be anticipated; 100-200 feet below ground surface (bgs) is typical, depths to 500 feet bgs should be anticipated; depths over 1,000 feet bgs are considered possible but rare. Services may be required at remote locations. Work at these larger and more complex sites may require equipment that can perform under unique conditions (i.e., angle drilling) or in such number as to require multiple drill rigs to support a larger drilling effort. Angle drilling to as much as 45 degrees from vertical should also be anticipated. The contract will require that the work be performed with all necessary equipment and experienced and knowledgeable operators. The company must also maintain a sufficient staff of competent, licensed drillers, skilled at deep drilling in all mentioned media. Exploration activities at HTRW sites will require appropriately trained personnel and equipment suitable for drilling at the Armys HTRW sites. "Types of drilling services required: oProvide various types of drilling services to include but not be limited to all types of auger drilling (i.e., hollow stem augers, solid stem augers, bucket augers, etc.), air rotary, mud rotary, ODEX, sonic, Becker Hammer, vibracore and diamond core drilling. Drilling depths will vary depending on drilling method, sampling and site requirements. All equipment rentals also include skilled operators, support staff and associated equipment and vehicles. oProvide backhoe and track hoe excavatator services capable of a maximum depth of 20 feet bgs. oProvide installations of monitoring wells, relief wells, water wells, observation well and piezometers. Services to include the development and/or rehabilitation of monitoring wells, relief wells, observation wells and piezometers for drains along dams, inclinometers and water wells. oSoil sampling by various methods to include but not limited to split barrel, Shelby tube, Osterberg piston, Pitcher, Denison, vibracore and core barrel samplers. oPerform standard penetration testing in accordance with ASTM D1586. oPerform cone penetrometer testing in accordance with ASTM D 5778. oDrilling of NX, HQ and HQ-wireline-size rock cores oProvide hydraulic pressure testing/packer testing associated with rock core drilling oProvide equipment and operators to provide borehole geophysical testing in rock or installed wells. The type of geophysical survey may include but not be limited to spontaneous potential, gamma, resistivity, optical and acoustical televiewer. oProvide equipment and operators capable of performing pumping tests and aquifer tests to include but not be limited to step drawdown tests, long term drawdown and rebound testing. oAccessory equipment that may be required are: crane, boom truck, forklift, water truck, trench shoring, ancillary support vehicles, barge (for drilling over water) and dozers and operator to cut drilling access pads and then perform site restoration after drilling is completed. oThis proposed contract will require explorations services for traditional geotechnical and HTRW site conditions. The common geotechnical work environment is on or near water features such as Dams and Levees; however, it may include military installations. HTRW sites will predominantly include Army or Former Used Defense (FUD) sites. oThe government will supply a geologist or engineer to oversee each task order; however, there may be instances where the contractor will be required to provide field geologists and engineers in a technical support role. oHTRW sites will require appropriate protective equipment, trained personnel and procedures in accordance with all Federal and State requirements. Potential sources must submit a capability statement of no more than 8 pages in length, which addresses the following key areas: (1) TECHNICAL - Potential sources must submit a list of recent projects and associated personnel that demonstrate their knowledge and past experience relating to all of the varying types of work described above, particularly in the areas of deep drilling, specialty drilling, various deep well installations, and how their knowledge, skills and abilities were effective in executing a successful exploration program. Projects should include both geotechnical and HTRW site experience. Provide documentation of the companys compliance with State and Federal HTRW training regulations. Individual task orders under IDIQ contracts should be listed as separate projects. Submit only current and past project and client information that is no more than 4 years previous and include a brief description, identifying the capacity the firm worked in on the project (prime or subcontractor), the contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete date completed, name and title of customer POC and current phone number. For HTRW Site experience, identify those projects where the project management staffs have a good working relationship with Regulatory agencies and include the name of the Regulatory agencies, agency POCs, and their current phone number. (2) MANAGEMENT (personnel/organizational staff experience, project management, etc.) (2a) Potential sources must identify their management staff and plan for technical and administrative support of concurrent open FFP task orders with a potential value totaling approximately $500,000. Management includes the ability to track costs and schedule under cost reimbursement type task orders. (2b) The management staff must be experienced in handling multiple, complex projects with a minimum of 5 years experience in work same or similar to that listed above. Identify those projects submitted under TECHNICAL above, where the management and technical staff have gained the experience. (3) BUSINESS SIZE - Potential sources shall identify if they are a large, small, SDB/8a, or women-owned business. If the firm is a small business, the response to this synopsis must include how the firm will meet the Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting for the proposed solicitation (or completed contracts of a similar nature and size) that states &at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (4) ACCOUNTING AND PURCHASING SYSTEM STATUS - Potential sources shall identify if their current accounting system has been approved by the Federal Government for cost reimbursement contracting. Firms should also identify if they have an approved purchasing system. The name and phone number for the firms cognizant Audit Office POC and cognizant ACO shall also be provided. All interested parties may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. A determination by the Government no to compete this proposed contract is within the discretion of the Government.
