Description
The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires Power Distribution Repair at Building 3. This procurement includes, but is not limited to, furnishing all labor, materials, and equipment necessary to complete the following: (a) Redesign power entrance from 13.2 kV power source with outdoor transformer down to 480/277V entrance to building; (b) replace existing switchgear and primary distribution system to update equipment; and (c) provide new labeling for new and existing equipment to eliminate duplicate panel names. Work will be scheduled and conducted in phases to minimize downtime of offices and labs. The completion time for this project is estimated to be 10 months from date of notice to proceed. The estimated cost of construction is between $1,000,000 and $2,000,000. The applicable NAICS code is 238210 with an associated size standard of $13,000,000 average annual revenue. The procurement will be unrestricted with regard to business size. The RFP will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-08-R-0027 on or about 30 May 08. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). Due to the funding timeline, award may be made as early as 01 Aug 08 but may not be made until late Sep 08. The award decision will be based on Price / Past Performance Trade-Off as identified in FAR Part 15. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of substantial confidence. AFRL will post the list as an attachment to the RFP in order to facilitate subcontracting and teaming opportunties. NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil). All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
