- THIS IS A REQUEST FOR INFORMATION ONLY (SOURCES SOUGHT) AND NOT A SOLICITATION. The Sources Sought is issued for the purpose of determining if there are responsible Small Business concerns capable of meeting the requirement. Interested firms must reference their 8(a), HUBZone, Woman Owned or Service Disabled Veteran-Owned status that must be signed by a company official with authority to bind the company. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The 10 MSG/LGCB is seeking potential sources who can manufacture parade uniforms, consisting of parade jackets and trousers/slacks. The applicable NAICS Code is 315222. The proposed contract will be a commercial Indefinite Delivery, Indefinite Quantity (IDIQ) requirements contact with a base period and four one-year option periods. Garments shall be manufactured utilizing both Government Furnished Material (GFM) for the men's and women's parade jackets and Contractor Furnished material (CFM) men's and women's trousers and slacks. Estimated yearly quantities (to include fill in requirements) are: Jacket men's: 1,150 ea; Jacket women: 250 ea; Trousers men's: 1,887 ea; Slacks women's: 450 ea; Special program slacks, Drum and Bugle: 60 ea; Exact quantities and sizes will be identified on individual delivery orders. The following product specifications are applicable and can be provided via written e-mail request to daniel.moline@usafa.af.mil: Men's Parade Jacket: USAFA CU 140-09 dated 18 November 2002 Women's Parade Jacket: USAFA CU 2120-03 dated 18 November 2002 Men's Trousers: USAFA CU 260-08 dated 9 August 2004 Women's Slacks: USAFA CU 2130-01 dated 4 June 2003 This uniform requirement also requires that the contractor perform an on-site fitting at the Air Force Academy in July for each cadet and also return to re-fit after manufacturing. All items and components must be made and manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program and DFARS 252-225-7012, Preference for certain domestic commodities, which is known as the Berry Amendment. A first article will be required in accordance with FAR 52.209-4 Alt 1. A bar code sample will also be required which shall be in compliance with code 39 or UPC Bar code. All Contractors interested in supplying this uniform may indicate their interest in this proposed acquisition by sending an email to include your name, contact information, company name, business size, your level of interest in this proposed acquisition, CAGE code, and answers to the following questions: 1. How long have you been in business? 2. What size business is your company? How many employees do you have? 3. How big is your facility? 4. Have you manufactured this type of uniform of something similar? 5. What is your payment terms? 6. What is your business arrangement in the commercial industry? For example: Do you have options on yours? Do you have one year purchase orders? 7. Are you a manufacturer, or do you subcontract the work? 8. Have you ever performed government contracts? 9. What is your lead-time for manufacturing? What is the lead-time for fabric? 10. Are you in compliance with the Berry Amendment? 11. What are your commercial terms and conditions?
