Description
Support Services To Advance Highway Safety Potential Sources Sought Potential Sources Sought. This is not a RFP The Federal highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated award to advance highway safety by engaging, partnering with, and obtaining the support of State Departments of Transportation (DOTs), Chief Executive Officers (CEOs), and their staffs to significantly improve the capabilities of the safety community to develop and effectively deliver a national highway safety program, especially within State DOTs but also addressing the needs of non-State owned roadways. The specific objectives are to: • Advance strategic highway safety plans; •Create strategies to improve the safety of roadway users, especially in those areas where the greatest numbers of traffic fatalities occur (in particular, focusing on strategies relating to infrastructure design and operational improvements in the areas of roadway departure, intersections, pedestrians and speed management); • Enhance public information and communications sources; • Advance safety professional training; and • Improve partnering efforts with other governmental and public safety organizations who work closely with State DOTs and FHWA. The awardee selected will be expected to have: • Knowledge of State transportation organizations, their organizational structures, functions and highway safety capabilities; • Developed and continue to maintain relationships with chief executive officers of State DOTs to provide improved safety benefits to the traveling public; • Management and technical skills to effectively deliver national safety programs; • Knowledge of State transportation organizations and programs in support of the FHWA Office of Safety objectives. A national organization may be in the best position to establish and engage in relationships with State Departments of Transportation and their CEOs. FHWA would, however, like to identify all sources that feel their capabilities are commensurate with the range of qualities and tasks needed and stated in this Notice. The estimated period of performance for this project is five years. FHWA anticipates a level of effort one full-time professional and 2 part-time staff members per year for the duration of the project. RESPONSES TO THIS NOTICE: Any interested organizations are invited to submit a response to submit a Capability Statement by May 14, 2008, by e-mail to Carl.Rodriguez@DOT.GOV, or in writing to Federal Highway Administration, Office of Acquisition Management, Attn: Mr. Carl Rodriguez, HAAM 40F, Room E66-328, 1200 New Jersey Avenue, SW, Washington DC, 20590. Capability Statements shall clearly identify the following items regarding the interested organization(s): (1) name and address of prospective organization(s); (2) technical capabilities to perform the work; (3) relevant experience and credentials; (4) synopsis of experience and expertise of potential staff; (5) relevant projects completed related to the anticipated objectives of the project with information on the client, scope, and products; and (6) a description of available facilities to perform the work outlined above.
