Description
NASA/MSFC has a requirement for consultation and provision of Dartmouth FloodObservatory (DFO) Products for the development of hydrologic models for the SERVIR AfricaProject. Additionally, the transfer of algorithms for flood mapping (MODIS and other) toRCMRD for integration into the SERVIR-like system for East Africa, and training for RCMRDpersonnel in the development and use of flood maps (MODIS and other) will be needed.NASA/MSFC intends to purchase the items from the Dartmouth College Flood Observatory(DFO).Competition is impractical for the following reasons:1. DFO is a member of the proposal team for which the award was granted.2. DFO has these products readily available for customization for the East Africanregion.3. DFO is a recognized expert for these products and science application.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Iris Walter, DFS, Inc. via email at iris.r.walter@nasa.gov or viafax at 256-961-7723 not later than 4:30 p.m. local time on Monday, May 12, 2008. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
