- The Federal Aviation Administration (FAA) is issuing this market survey to initiate industry involvement, to determine if and how many available new DDS-2 Read/Write Compatible (DDS-2, DDS-3, DDS-4) Internal SCSI DAT Drives With 3.5" Faceplates exist (refurbished or used condition will not be considered), obtain price information, and determine the level of competition. The FAA has a requirement for up to approximately 1,500 new DDS-2 Read/Write Compatible (DDS-2, DDS-3, DDS-4) Internal SCSI DAT Drives With 3.5" Faceplates. These drives are required for the Digital Voice Recorder System (DVRS) and Digital Voice Recorder Series 2 (DVR2) systems that record Air Traffic voice conversations. DDS-2 Read/Write capability is required because Air Traffic utilizes DDS-2 tapes in the DVRS/DVR2 program. Use of DDS-2 Read/Write capability will avoid a required change in recording media before it's projected end of service life of 2013. These drives are obsolete. In the past these items have been available from Sony, Hewlett Packard, Quantum, Seagate and Maxell; however, they have discontinued manufacturing of these drives. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The NAICS Code for this requirement is 334112, Computer Storage Device Manufacturing, with a Small Business Size Standard of 1,000 employees. Interested vendors should respond with the following: 1)A list identifying quantities and price (incremental pricing encouraged) of currently available DDS-2 Read/Write Compatible (DDS-2, DDS-3, DDS-4) Internal SCSI DAT Drives With 3.5" Faceplates. The list must identify each specific manufacturer with their manufacturer's part number.2)DDS-2 Read/Write Compatible (DDS-2, DDS-3, DDS-4) Internal SCSI DAT Drives without 3.5" faceplates (new condition only) may be considered if the responder can offer compatible 3.5" faceplates for particular manufacturers' part numbers of DDS-2 Read/Write Compatible (DDS-2, DDS-3, DDS-4) Internal SCSI DAT Drives. A list identifying quantities and price (incremental pricing encouraged) of currently available faceplates. List must specify compatibility with specific manufacturers' part numbers. 3)Provide a description of the terms and conditions of warranties and the processes and procedures (for each specific manufacturer and manufacturer's part number). This information is required in order for the FAA to obtain warranty repair service, if required.4)Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. Note: Multiply awards may be made, as the FAA realizes the number of drives are limited and may not be available from only one vendor. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following address: Connie.M.Houpt@faa.gov Responses should be submitted in a Microsoft Word (preferred); however, portable document format (i.e..pdf file) is acceptable. The FAA will not respond to telephonic inquiries. Vendors must respond by 4:00 p.m. (CST), May 13, 2008. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products. Responders to this announcement may be asked to provide additional details/information based on their initial response. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
