Contracting Office Address United States Postal Service, Facilities Purchasing, Major Facilities Purchasing (HQ), 4301 Wilson Boulevard, Arlington, VA, 22203-1840, UNITED STATES Description The U.S. Postal Service, (USPS) Supply Management Facilities Portfolio Office is issuing a Qualification Statement for a specific project for Design/Build Contractor firms. The objectives of the pre qualification are as follows: (1) Pre qualify design/build contractors on a specific project and identify a sufficient number of highly qualified firms to achieve adequate required competition. Interested Design/Build Contractor firms must submit a Qualification Statement that clearly demonstrating the following: (1) Similar and like work performed in the designated area, (2) Contract vehicle and project dollar threshold is established as $70 to $115 million. The USPS seeks to pre qualify the most highly qualified design/build firms for the stated project or geographical area. Note: Contractors currently designated as “Pre Qualified” for the designated area and dollar amounts are not required to submit a qualification package. Contractor who desire to add this area and or dollar amounts are required to submit a qualification application. The US Postal Service will select the most qualified Design/Build Contractor firms utilizing the information provided by the contractor in accordance with the Pre Qualification application. Prequalification is a competitive process, therefore satisfying the minimum requirements contained within the Qualification Application may not guarantee prequalification. Design/Build firms providing verifiable documentation demonstrating superior capabilities in project performance, and experience will receive the greater number of possible points. US Postal Service, Facilitates Contracting Officer will appoint a committee to evaluate Qualification Statements received by the due date. Respondents must have a minimum of five (5) years experience as a Design/Build entity and completion or ongoing of two (2) comparable construction projects within the past five (5) years for projects of $75 million or greater. For the purpose of this prequalification a comparable project is defined as projects valued at $75 million or greater and typically referred to as industrial/manufacturing buildings used for processing and distribution, commercial, and or hospital. In addition to the typical types mentioned, new construction, expansion, major repair, alteration and, phased construction in occupied facilities maybe deemed comparable. Projects that include mechanization and or automation installed by the design builder are preferred and may receive a higher rating. Projects that most closely resemble a USPS mail processing distribution facility in function, structure, systems, etc may also receive a higher rating. Design/Build firms deemed qualified will be notified for the specified project stated above. The USPS does not guarantee a specific number of solicitations will be issued during the prequalification period. The USPS at its sole discretion reserves the right to conduct project specific prequalification at any time. Prequalified firms will not be required to re-apply for prequalification. Firms shall be Prequalified for a period of 5 years from the date of notification. Renewal: The USPS, at its sole discretion, may extend a firms prequalification term for an additional 3 years. This decision will be based on but not limited to performance, capabilities, financial condition, and responsiveness. Qualification packages are available now and may be obtained by email request to Mr. Vernon J. You also may FAX your request to either at 703-526-2747. Qualification Statements are due May 16, 2008 by 3:00 P.M. EST. The completed statements should be delivered via one of the many services provided by the Postal Service or hand delivered to Mike Miller, 4301 Wilson Blvd., Suite 300, Arlington, VA 22203-1840. Qualification Statements will not be maintained or returned. Contractors will not be reimbursed for any expense(s) incurred in developing their submittal/statement.
