- MARKET RESEARCH Source Sought Notice/Industry Comments Central Customs Clearance Operations Location: Germany RETURN ALL MARKET SURVEY DATA NO LATER THAN 1500 GMT 20 JUNE 2008 Reference: W912CM-08-RM-006 The US Government is conducting market research to identify qualified sources to process (receive, track, inspect, and issue) approved DoD commercial air shipments for US Forces in Germany. These services are to be performed at various commercial airport locations in Germany. ATTENTION: This source sought notice is provided for the purpose of obtaining general comments/suggestions from commercial sources regarding the information identified below. The information herein is provided for informational planning purposes only and does not constitute an official Solicitation, Request for Proposal (RFP) or Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government. GENERAL REQUIREMENT: The firm should demonstrate its capability to establish a central Customs Clearance Operations for the purpose of supporting approved DoD shipments for US Forces in Germany. The duty requirements must be consistent with the suggested references listed below. The period of performance shall be twelve (12) months from the date of award with two (2) twelve-months option periods. PERFORMANCE REQUIREMENTS The Firm must take into consideration that it must establish a fully functional operation to include facilities, work space, equipment and material necessary to accomplish the work. The Firm shall provide the personnel, materials, logistical support, and assistance required to ensure all cargo is accurately accounted for and prepared for onward shipment to its final destination within Germany (and/or Europe). The Firm shall be available Monday through Friday to process shipments. The customs clearance operations must comply with all applicable US and German laws pertaining to customs clearance. It is the Firm's responsibility to obtain any and all US or German licenses needed for the purpose of fulfilling the requirements of this contract. More specifically, the day-to-day operations involve issuing, tracking cargo to the final destination, coordinate with the carriers to guarantee proof of delivery of all cargo, and closing out Import/Export Customs Declarations within a seven (7) day period. The current approved process is fully automated with the exception that a paper Form 302 is printed and processed (i.e., manually signed and stamped in ink by all authorizing parties, Customs Clearance Officers (CCOs) and German (HN) Customs officials and carriers). The median number of automated actions is 8000 documents per month. In the event that manual procedures are required to generate the Form 302, the requirement could be for approximately seven hundred (700) shipments per day. QUALITY ASSURANCE: The Firm must demonstrate its capability to develop an executable Quality Assurance Plan that assures the US Government that the operations are in keeping with standard business practices within the Transportation Industry. REPORTING: The firm should demonstrate its capability to track and provide timely, accurate information regarding the number of actions on a daily, weekly, monthly, and quarterly basis. Interested parties should demonstrate, in writing the capability to establish and sustain a high proficient operation. Interested parties should also demonstrate, in writing, that they can furnish the facilities, capacity, equipment, materials, and skilled personnel, as well as a verifiable quality control program. The source should have the flexibility and knowledge to develop and train all employees on the customs clearance process.
