Description
THIS SOLICITATION HAS BEEN AMENDED. PLEASE REVIEW UPLOADED MODS 3 AND 4 FOR CURRENT DETAILS. THE PROPOSAL DUE DATE HAS BEEN EXTENDED TO JUNE 5, 2008. The U.S. General Services Administration is seeking a qualified, small business contractor to provide Design-Build Services for development of a new 9,930 SF office building on the Bureau of Reclamation Campus in Yakima, Washington. Design will be limited to Engineering Services (mechanical and structural), as the Architectural Design is being provided by GSA. The estimated magnitude of construction is between $1.0 and $5.0 million. Occupancy is currently planned for June 2009. The NAICS category applicable to the predominant portion of the work is 236220 (Office Building Construction). The small business size standard for this NAICS code is $31.0 million. This procurement is set aside for small business participation only. This will be a negotiated procurement handled in accordance with FAR Part 15 Source Selection procedures. Technical proposals will be required to address Past Experience, Past Performance, Management/Technical Approach and Key Personnel Qualifications, and will be reviewed against evaluation factors outlined in the Request for Proposals (RFP). Price proposals will be reviewed for reasonableness and their demonstration of understanding of project requirements. For the purpose of determining award, the combined technical evaluation factors are considered roughly equal in importance to price and price-related factors. Though this is a negotiated procurement, the Government reserves the right to propose award based on initial offers. Award will be made to the offeror representing the Best Value to the Government. The Best Value concept allows for award to other than the lowest priced or highest technically rated offer. Such an award decision may be arrived at following a technical/price trade-off analysis by the evaluation board. The RFP document for this solicitation GS-10P-08-LT-C-0040 is expected to be released by April 4, 2008. The RFP will be uploaded directly to FedBizOpps to achieve the widest possible distribution and facilitate access. No paper or electronic copies will be distributed by the Contracting Office. The Technical Package, that includes the specifications, drawings and other technical requirements, is being distributed separately via CD set due to the sensitive but unclassified (SBU) nature of the contents.
