Description
TRES RIOS ENVIRONMENTAL RESTORATION PROJECT PHASE II FLOW REGULATING WETLANDS, MARICOPA COUNTY, AZ. This is an UNRESTRICTED competitive Invitation for Bid (IFB) with HUBZONE PRICE EVALUATION PREFERENCE. The award of this contract will be made by utilizing a continuing contract (CC). PROJECT DESCRIPTION: The project consists of construction of an approx. 280-acre area of regulating wetlands including wetland cells with deep-water wetlands, emergent zones, vector control sites, hummocks and islands. It also includes construction of flow control structures, discharge structures, weir gates, spillways and other structures associated with measurement of chlorine residual and sodium sulfite and composite samples. In additional to those described above, construction of operation & maintenance roads, access ramps, landscaping and piping are needed for regulating wetlands to be functional. An approx. 2-mile long trapezoidal reinforced concrete channel will be constructed as part of wetlands protection features from flooding damage. Installation of four-wire right-of-way fence and gates, removal and disposal of debris and incidentals shall be done for the project. Earthwork consists of excavation, compacted fill and disposal of excess of unsuitable excavated material to optional disposal sites. Stone/Riprap work consists of installation along the fill/cut slopes of wetland features and flow control structure outlets. The North American Industry Classification (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, $31 M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this project is between $10,000,000 and $25,000,000. The performance period for this project is 490 calendar days. This is an IFB Firm Fixed Price Sealed Bid Procurement with HUBZONE PRICE EVALUATION PREFERENCE. ALL BIDDERS ARE ADVISED THAT THIS PROCUREMENT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, EVALUATION AND/OR FINAL AWARD PROCESS. The solicitation will be available on or about 29 April 2008. All bids are due 29 May 2008, 1:00 P.M., Pacific Time, at which time the bid opening will occur. Please note that there are special instructions pertaining to hand delivered bids. These special instructions can be viewed in Section 00100 of the advertised solicitation. The Government intends to issue this solicitation through the use of the Internet only. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government determines that it is necessary. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The Small Business subcontracting goals for these contracts are a minimum of 70.0% of the contractors intended subcontracting opportunities. The referenced subcontracting goals will be placed with Small Businesses (SB), including Small Disadvantaged Businesses (SDB) 6.2%, Woman-Owned Businesses (WOB) 7.0%, Hubzone Businesses 9.8%, Veteran-Owned Small Businesses (VOSB) 3.0% and Service Disabled Veteran-Owned Small Business (SDVOSB) 0.9%. To download the complete project by clicking on the word solicitation 1 do the following: Click on the word solicitation 1, then click on the button: I believe it says save as Compressed PDF (this compress all into one PDF File, the complete project will be combined into one ZIP file) Before you click okay, remember to change the name, and then click okay. Now you have the complete project in one 235MB file. You can unzip this file, and the extract the drawing from the.exe files. To download each file individually you will need to do the following: Highlight the name of the file, and then right click on your mouse to copy the name Then right click on the name and select Save Target As (for some reason it does not read the name that is listed, theres this security type name that is highlighted already) Now, right click on the highlighted name in the file name box and select paste (this will put the correct name in the box). Remember to find make the directory you want to save this project. Now click on save, then click close (now you have saved the file to your hard drive) This will need to be done for each file.
