Description

This announcement is being prepared in accordance with FAR Part 5.201 and FAR Part 5.203(a)(1) and 5.203(b). This announcement is NOT the actual solicitation for this requirement. A full solicitation package outlining all requirements shall be issued on or about April 30, 2008. The Bureau of Land Management, Alaska State Office in Anchorage, Alaska, will be soliciting for the supply of a single portable hand-held XRF soils analyzer to be supplied to the Bureau of Land Management, Campbell Tract Facility in Anchorage Alaska, FOB Destination. The minimum specifications for the unit shall be as follows: Portable hand-held X-Ray Fluorescence (XRF) instrument for in-situ analysis of soils, sediment, tailings, rock, and lead in paint. Must meet/exceed the following: - Must NOT have a radioactive source, but rather a high resolution x-ray detector tube so transport by aircraft is not restricted by hazmat regulations. - Ability to simultaneously analyze for: Ag, As, Ba, Cd, Cr, Cu, Fe, Hg, Mn, Mo, Ni, Pb, Sb, Se, Sn, Sr, Ti, Rb, U, Zn, and Zr. - Must have the capability of detecting the following elements (typical soil matrix, 99.7% confidence level) at the PPM level: Cr = 85, Ni = 65, Cu = 35, Zn = 25, As = 11, Se = 20, Ag = 10, Cd = 12, Ba = 100, Hg = 10, Pb = 13, Th = 20 - Capable of analysis for Lead-Based Paint Testing, Thin Sample Analysis, Soil or Bulk Material Analysis. - Must comply with EPA method 6200: Field Portable X-Ray Fluorescence Spectrometry for the Determination of Elemental Concentrations in Soil and Sediment. -Analyzer will be a single, self-contained unit, weighing no more than 3 pounds including batteries. - Will include the following accessories: Shielded portable folding soil test stand for analysis of soils when docked with the XRF, 2 rechargeable battery packs--each provides more than 8 hours of constant use on a single charge. Ni-Cad or Lead-Acid battery packs are not acceptable; Battery charger for battery packs and AC adapter; Belt holster for safe transport into soil excavation sites; Telescoping extension pole-handle with remote trigger activation facilitating in-situ soil sample analysis up to 6 feet from user without necessitating the user bending over; Rugged, lockable shipping/storage case for the XRF, battery packs and charger; such as the "Pelican" brand; Ability to interface with GPS; Easy downloading interface from instrument to Pocket PC/ Personal Computers; Capable of being upgraded to include an internal camera for sample spot location and archiving of sample image. Image must be viewable on instrument display. THIS PROCUREMENT WILL BE A TOTAL SMALL BUSINESS SET-ASIDE UNDER NAISC CLASSIFICAITON CODE: 325998 WITH A SIZE STANDARD OF 500 EMPLOYEES. The Product Service Code (PSC) for this procurement will be 6655. The solicitation will be posted as a commercial item utilizing the procedures listed at FAR Part 12, as supplemented by procedures found at FAR Part 13. The solicitation package for this requirement will be posted on or about April 30, 2008 with a response date of May 7, 2008 at 2:00pm. Interested parties claiming ability to provide this requirement may either download the posted solicitation package at www.fbo.gov by searching for solicitation no.
