- Referance #: DHQCSD08MPN0025 The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net-Centric Services Branch, Hardware/Software Section (DITCO/PL8322), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to Audio Video Systems Group, 1001 Sussex Blvd. Broomall, Pennsylvania, via combined/synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. This acquisition is for the purchase and installation of audiovisual equipment for the Operational Support Team (OST) area for DISA SMC Mechanicsburg. The existing control system will be replaced to accommodate new projectors and enhance overall system capabilities. Included as part of this upgrade is a Crestron PR02 Control System Processor, a Crestron TPS-12 12’ Wired Control System Touch Panel and a Crestron C2COM-3 RS232 Cards. THIS IS SOLE SOURCE DUE TO THE FACT THAT AUDIO VISUAL SYSTEMS GROUP INSTALLED AND MAINTAINS THE CURRENT CLASSIFIED AUDIOVISUAL SYSTEM IN THE OST AS WELL AS THE SYSTEMS FOR OTHER CUSTOMERS WITHIN THE DATA CENTER. It is anticipated that this knowledge and expertise will enable a seamless integration of the two systems that would not be possible otherwise. STATEMENT OF WORK Action Officer: Phil Campbell Organization: DECC Mechanicsburg Address: 5450 Carlisle Pike PO Box 2045 Mechanicsburg, PA 17050 TITLE:Audiovisual Equipment for the Operational Support Team (OST) area. 1.SCOPE This Statement of Work (SOW) is for the purchase and installation of audiovisual equipment for the Operational Support Team (OST) area. 2.BACKGROUND The Defense Enterprise Computing Center (DECC), a sub-organi¬zation of Def¬ense Infor¬mation Systems Agency Western Hemisphere (DISA WESTHEM), pro¬vides centralized information system processing services to a diverse and geographically dispersed customer base drawn from Department of Defense (DOD) Agencies, includ¬ing: the Joint Commands; all Mili¬tary Depart¬ments; and, other governmental agencies which may obtain services on a reim¬bursable funding basis. In order to better support the Warfighter, the DECC is in the process of transformation. The OST area has picked up additional workload and needs to upgrade their monitoring capabilities to support this initiative. 3.OBJECTIVE The SOW describes the requirement to purchase electronic equipment and obtain vendor support for the installation and maintenance of the equipment. 4.REQUIREMENTS 4.1 General. The vendor will replace the five existing ceiling mounted projectors with high resolution, 4200 lumen LCD video projectors. All these replacement projectors will be located in the same physical locations as the existing projectors and project on to the existing screens. The vendor will replace the existing Crestron control system with an upgraded Crestron control system in order to accommodate the replacement projectors and enhance the overall system capabilities. The vendor will provide the ability for viewing the remote conference room videoconferencing sessions on the monitoring area projection screens. 4.2 Equipment List Qty.DescriptionMake/Model 54200 Lumen LCD Video ProjectorNEC NP-2150 or equal 5LensNEC NP-032L or equal 5Spare LampNEC NP-06LP or equal 5LCD Ceiling MountChief RPA-U or equal 1VIDEO DA for VTC UpgradeExtron MDA-3AV 1Control System ProcessorCrestron PRO2 112” Wired Control System Touch PanelCrestron TPS-12 1RS232 CardCrestron C2COM-3 Vendor shall supply all connectors, cables, etc. as well as the programming necessary to complete the installation of the system. 4.3 Additional Requirements: 4.3.1 The installation shall include startup, testing and projector alignment. 4.3.2 Documentation and Operating Manuals shall be customized to the system and provided to the Technical Action Officer. 4.3.3 The contractor must validate that the employees assigned to this project are Crestron certified and possess both electrical and installation experience of the audiovisual equipment, and can integrate the lighting system into the control panel. 4.4 User Training. Upon successful testing of the newly installed audio visual equipment, the vendor will provide training for 10-15 people to be selected by the OST Operations Chief. The training must include in-depth instruction on how to operate the Crestron touchpad panel and the projectors. 4.5 Maintenance and Warranty Requirement 4.5.1 A minimum one (1) year warranty is required on all parts and installation labor provided for this project. 4.5.2 The vendor will include pricing for Level I warranty and maintenance support on the audio visual system for a period of one year. Level I maintenance provides a maintenance technician twenty-four hours a day, seven days a week, within two hours after notification of an equipment problem (24x7x365 with 2 hour response time). 5.SECURITY A Visit Authorization Request (VAR) (Attachment 1) must be submitted prior to the performance start date. Fax/submit the VAR to the number/address listed in the attachment. Visit Authorization Request Requirements A Visit Authorization Request (VAR)/Visit Authorization Letter (VAL) is required for all individuals requesting visitor access to DISA DECC Mechanicsburg Facilities. The request must be on file with the DECC Mechanicsburg Security Office at least 48 hours PRIOR to the actual date of the visit. Requests may be faxed to: (717) 605-4015. FEDERAL CIVILIAN/MILITARY: Agency specific visitation form(s) are acceptable. CONTRACTORS: All VAR(s)/VAL(s) must be submitted on company letterhead and include the information below for all individuals requesting visit access to DISA DECC Mechanicsburg facilities. -First name, Middle initial and Last Name -Social Security Number -Place and date of birth -Citizenship of the individual -POC in the data center -Purpose of the visit -Dates of visit – Dates can be for a one-year period -Clearance level of the individual -Contract number -Facility clearance data * a.
