Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole-source purchase order to Med-Eng Systems Incorporated, 2400 Saint-Laurent Boulevard, Ottawa, ON K1G 6C4 for the fabrication of four prototype hot water diving suits to support Swimmer Delivery Vehicle (SDV) divers. The Navy is conducting an R&D, T&E effort to provide the SDV divers with substantially better cold protection. The Navy is investigating providing these divers with suits that contain tubes that circulate warm water that will provide a high level of warmth and mission enhancement, each diver will have his own independently controlled system. Since the SDV is a small portable underwater vehicle, the hot water systems must be fully self controlled, portable, small, reliable and of low weight. This procurement is sole source for the following reasons. Med-Eng Systems has been providing Liquid Circulating Garments (LCG) to various Military Organizations (e.g., US Navy), Government Agencies (e.g., NASA), and Academic Research Institutions (e.g., University at Buffalo) for the past 15 years. They continue to be the leader in customized LCG tubesuits for use in human thermoregulation research and temperature control systems (both heating and cooling). similar to the one presented in this Statement Of Work (SOW). Prior research and testing efforts showing feasibility of hydrogen catalytic heater have been successfully conducted with Med-Eng garments which were specially designed for high through-put flow rates. Once acquired, these prototype systems, quantity four (4), will undergo NEDU testing for suitability, safety, performance, and ease of operation. If these suits are found suitable, additional field testing may be performed by the Government. In summary these hot-water dive systems manufactured by Med-Eng Systems are the only systems that will meet the U.S. Navy needs. Award will be based on the written quotation. A firm-fixed-price order is anticipated. Anticipated award date will be on or about 16 May 2008. FSC code is 4220, NAICS Code 339999 applies. SBA Size Standard is 750 employees.
