Description
Design/Build of a 400 Member 43,532 SF Armed Forces Reserve Center (AFRC), 8,860 SF Vehicle Maintenance Shop (VMS) and an 18,107 SF Unit Storage Building (heated and unheated), located at Yakima, Washington. Demolition of the existing approximate 16,000 SF AFRC Building, approximate 3,500 SF shop and paving are also included. Buildings will be out of permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Access for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related to interior design services are required. This project is planned for issue in May 2008 with award scheduled in July 2008. Contract duration is estimated at 720 days. NAICS is 236220. The size standard is $31 million. The estimated cost range is between $10,000,000.00 and $25,000,000.00. Note: This is set aside for Hubzone contractors, nationwide. Under CFR 13, Part 12, (a) A prime contractor receiving an award as a qualified HUBZone SBC must meet the performance of work requirements set forth in 125.6(c) of this chapter.(b) In addition to the requirements set forth in 125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Proposals will be required to submit the following: Pro Forma Information such as Proof as Financial Ability and Bonding Capability; Prime Contractor Experience, Design Team Experience, Prime Contractor Past Performance, Design Team Past Performance, Past Performance on Utilization of Small Business, Color Renderings, Design Drawings, Design Narrative, Management Plan and Schedule in accordance with Section 0114 of the solicitation. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Project documents will be available approximately 15 May 2008 by web only. The proposal due date is approximately 17 June 2008 at 4:00 P.M. Louisville time.
