- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is W9124708T0058, and is issued as a Request for Quotation (RFQ). The 4-73rd Cavalry Squadron, 82nd Airborne Division is seeking proposals for a Firm Fixed Price contract for a Strong Bonds Family and Single Soldier Retreat in Charleston, SC. This RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-24, effective February 28, 2008. This solicitation is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 721110, Hotels (except Casino Hotels) and Motels. Period of performance is for May 11-13, 2008. This requirement is for fifty (50) Oceanview or Harborview rooms with two (2) queen-sized beds, for two (2) overnight stays on May 11 and 12, 2008 in the HISTORIC DISTRICT of Downtown Charleston, SC. Check-in time is required between 2:00 p.m. and 11:00 p.m. on May 11, 2008. Check-out time will be no later than 12:00 noon on May 13, 2008. Breakfast buffets for one hundred and two (102) adults and thirteen (13) children (9-under 5 years of age; 4-ages 6 to 11) are required for Monday and Tuesday, May 12 and 13, 2008 from 7:00 a.m. to 8:00 a.m. each morning. Lunch buffet for one hundred and two (102) adults and thirteen (13) children (9-under 5 years of age; 4-ages 6 to 11) on Monday, May 12, 2008 at 12:00 p.m. Four (4) meeting spaces are required; breakdown as follows: two (2) meeting spaces to accommodate fifty (50) participants per meeting space for the following date/time: Monday, May 12, 2008 from 8:00 a.m. to 3:00 p.m.; two (2) meeting spaces to accommodate childcare (one for children 0-5 years old and one for children 6 years old and older) for the following dates/times: Monday, May 12, 2008 from 8:00 a.m. to 3:00 p.m. and from 5:30 p.m. to 10:00 p.m. Audio Visual Package consisting of a large projection screen which Video Projector and DVD player can project image. All cabling and power cords to connect DVD and Laptop (user will provide) with sound mini-jack and standard VGA connection, to both the sound system and the video projector will be provided in the contracted price, including setup and teardown; podium with microphone and a wireless microphone, is required for the adult conference room sessions. Refreshment break is required for up to one hundred (100) adults and fifteen (15) children on May 12, 2008 starting at 10:00 a.m. The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.252-1, Solicitation Provisions Incorporated by Reference (website provided http://farsite.hill.af.mil); FAR 52.212-2, Evaluation-Commercial Items. (a) The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforming to this request, will be most advantageous to the Government considering price and other factors. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the item offered to meet the Government requirement (compliance with performance work statement). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
