N00164-08-R-GS04- 2M KITS- FSG 5810 - NAICS - 333992Anticipated Issue Date: 16 May 2008 - Anticipated Closing Date: 2 June 2008This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fedbizopps.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. You may also access information on the NSWC Crane Division website at http://www.crane.navy.mil/acquisition/homepage.htm"Naval Surface Warfare Center, Crane Division intends to procure, under full and open competition, commercially available miniature/microminiature (2M) kits for solder applications to support various shipboard and onshore projects. The contract will cover a five-year period and will be issued as a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract. The contract will include line items for various kits and miscellaneous parts. The solicitation will be issued for brand name only for critical kit items and brand name or equal for miscellaneous parts. A list of the brand name only manufacturer(s) and part numbers and the brand name or equivalent items will be provided as an exhibit to the solicitation. A list of kits with their components and salient characteristics will be available when the solicitation is issued. An on-site visit will be arranged for interested companies to look at representative samples of the required kits and components. The minimum award amount is $300,000 with a maximum award amount of $5,000,000; various quantities may be ordered over the five-year life of the contract. All items shall be delivered F.O.B. Destination to destinations provided in individual Delivery Orders. For the minimum award, delivery is required 120-180 days after the effective date of the delivery order, dependent upon the items being ordered. The solicitation will be evaluated on a best value basis, and the Government will reserve the right to award to other than the lowest priced offeror. This is 100% set aside for small business. See Numbered Note 1. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane website, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award. The solicitation will be available on or about 16 May 2008 at the following address: Crane web page at http://www.crane.navy.mil/supply/announce.htm, FedBizOpps at http://www.fbo.gov, and NECO at http://www.neco.navy.mil. No hard copies of the solicitation will be mailed. All responsible sources may submit a proposal, which shall be considered by the agency. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
