Description
The Government is contemplating award of 5 Year (Base plus 4 option years) ID/IQ task order contract to provide technical assistance to CDC, its granteees, and other partners in the delivery of HIV, Viral Hepatitis, STD, and TB prevention programs, care/support included in GAP and related prevention services. Task Orders will be issued using Firm Fixed Price, Time-and- Material and Cost Plus Fixed Fee procedures as determine by the Contracting Officer. This requirement will be a partial small business set aside. A Request for Propoosal (RFP) will be be issued on approximately May 30, 2008. Only written requests will be solicited. Anticipated award will be the end of August 2008. In addition, technical assistance will be provided to strengthen the capacity of governmental and non-governmental/community infrastructure in support of HIV, Viral Hepatitis, STD, TB and related services;to assist in the implementation of systems to ensure the quality and integration of services (particularly HIV, Viral Hepatitis, STD, TB) as well as linkages to treatment and care;and to provide technical assistance in all aspects of program planning, implemenation, and evaluation. In order to accomplish this task, it is anticipated that the contractor will form partnerships with organizations having large networks of experts able to address the topics and needs of the Government and its grantees. These needs may include expertise in areas such as substance abuse;health in correctional settings;rural issues, health education for youth, young adults and minority populations; community mobilization; women's issues;psychological, social, and other behavior sciences;monitoring and evaluation science;surveillance;epidemiologic research;and, dissemination of technical information. The contractor shall provide ongoing technical support in the form of consulation, guidelines, training, capacity building and performance of surveillance, prevention interventions, and program planning, management, and evaluation. Since no one organization will have the capacity to provide technical assistance in all of these areas, the contractor will be expected to identify appropriate resources to provide specialized technical assistance and secure the services of approved technical assistance providers.
