Description
The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement to purchase native grass seed to revegetate burned lands, reduce erosion on burned areas, and to compete with/prevent the establishment of invasive grasses and other noxious and invasive plant species on approximately 16,417 acres of burned lands. These acres are at risk of permanent degradation due to fire severity. It is necessary to acquire seed that has the best chance of germinating to achieve rehabilitation goals. Plant material requirements are as follows:"Native seed will be required to be "source identified". "The source for native plant material should be Hanford/Pasco Basin or Columbia Basin Ecoregion derived, and grown in the Columbia Basin. Seeds must have their origin in this area, unless otherwise cleared through the USFWS."Seed will be certified "weed free", indicating there are no noxious weeds in the seed."Seed should be based on pure live seed (PLS) per pound, based upon purity and germination testing."All grass species provided through this contract will be from the harvest year of 2007 & 2008 and shrub species from the harvest year of 2007-2008 or 2008-2009. All seed will be required to have been tested within 120 days of sale for purity, germination and noxious weed content. Seed certification tag without testing documentation will not be accepted. Inert matter will not exceed 10%"Quoted prices are to include shipping and handling costs (FOB Hanford Reach National Monument/Saddle Mountain NWR, Richland, WA), mixing, and seed test costs."Substitute species may be accepted IF approved by USFWS prior to bid submission. Some species or cultivars may be modified to meet pounds of seed desired with approval by the staff of the Monument. However, bidders should at least be generally confident that they can meet the desired quantities of each species (within +/- 1000 pounds) before making any substitutions.Packaged seed (50 lb sacks) will be delivered on or before October 27, 2008. Pricing shall be FOB destination to the Hanford Reach National Monument/Saddle Mountain National Wildlife Refuge, Richland, WA. Delivery of seed will be to the point of aerial application for all bulk sacks. Final delivery of bulk seed will be negotiated between the USFWS and selected vendor. Delivery of seed is required no later than December 1, 2008. FOB point is the Hanford Reach National Monument/Saddle Mountain National Wildlife Refuge, Richland, WA, Benton County. Actual delivery dates for bulk seed will be based upon local weather conditions and anticipated start dates of aerial application operations. Delivery locations will be at or near government facilities on the Monument.Successful bidder will be required to provide proof of test results for seed lots included in this order that will document lot purity, germination, percent weed content, percent of inert matter and certification that seed is free from noxious weeds. Failure to provide certification will result in refusal of delivery and payment. Evaluation and acceptance will be determined by the Technical Coordinator(s) and/or Refuge Manager(s). Handling and unloading services will be provided by selected vendor in coordination with the USFWS. Anticipate the award of one firm-fixed price contract from this requirement. This will be a "best value" procurement with award based on technical approach, past performance/organization, personnel qualifications/ experience and price. Evaluations factors as a whole are more important than price; however, between proposals that are evaluated as equal, price to the Government will be a major selection factor.
