Description
Introduction The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is soliciting quotes for crime forecasting reports for locations in the U.S., U.K., and Canada. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a sole source award to CAP Index, Inc. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13. Product Required. Crime forecasting reports determining the likelihood of crime at any location in the U.S., U.K. and Canada. Based upon the causal relationship between a community’s Social Disorganization and the amount of crime that is likely to occur there, the scores must present an objective, site-specific trend analysis of the risk of crime, absent any mitigating (i.e., Security measures) or aggravating (i.e., Attractive Nuisances) circumstances. The model must: 1. Be updated annually and validated on an ongoing basis. 2. Contain reports that are site-specific and measure the potential for crime emanating from the immediate community. 3. Provide complete coverage for the U.S., U.K. and Canada 4. Be delivered electronically in a database format 5. Be available through use of a website 6. Interpret the known as well as planned changes in the demographic make-up of a community to provide an accurate trend analysis Period of Performance April 14, 2008 – September 30, 2008
