- Combined Synopsis/Solicitation W911S8-08-R-0013-0003 This is a third amendment to replace the Performance Work Statement (PWS) attachment. Changes have occurred within PWS Paragraphs 1., 1.1., 1.2., 1.3., 1.4, 2., 4.1., 4.2., and 4.3. All other terms and conditions remain unchanged. This is a second amendment to extend the date for receipt of proposals electronically to 1 May 2008 @ 2:00:00 PM PDT. In addition, the period of performance and delivery schedule has changed to the dates listed below. All other terms and conditions remain unchanged. This is an amendment to replace the Performance Work Statement (PWS) attachment. Paragraph 1 in the revised PWS is changed to read, 1. Description of Work: The contractor shall provide three (3) mobile laundry trailers, 28-30 feet long featuring nine (9) each commercial grade, top loading washers and nine (9) each commercial grade liquid propane gas (LPG) dryers per trailer. This is a Combined Synopsis/Solicitation for the purchase of commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The closing date is 17 Apr 2008 @ 2:00:00 PM PST. The solicitation number is W911S8-08-R-0013 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and DAC 20080331. The NAICS code is 532120 and the size standard is $23.5 Million. The solicitation will be issued as a 100% Total Small Business Set-Aside. The Directorate of Contracting, Fort Lewis, WA, intends to award a firm fixed- price contract as a base year plus two one-year option years for the following commercial item: Lease of three (3) mobile laundry trailers, each containing nine washers and nine dryers for a total of 18 washers and dryers per trailer. The contractor shall also provide a minimum propane capacity of 500 gallons per trailer, one (1) bladder for grey water storage with a minimum capacity of 1350 gallons per trailer, one (1) freshwater tank with a minimum capacity of 1200 gallons per trailer, and steps to enter and exit for each trailer doorway. Each trailer shall include the following: Fluorescent interior lighting down the center of each trailer ceiling and one utility sink for soaking and/or hand washing and two (2) on board commercial propane hot water boilers with a minimum capacity of 80 gallons of hot water. Place of Delivery: Fort Lewis, WA 98433. Delivery Date for the first trailer is: 2 Jun 2008. Delivery Date for the second and third trailers is NLT 20 Jun 2008. Request FOB Destination pricing. The award shall be made on the basis of the lowest priced, technically acceptable proposal, with low or unknown risk for past performance. A written summary of the offerors technical capability to meet the requirements of the PWS is required. Your written summary shall include as a minimum: Specifics to address delivery date, trailers are self-contained and price by providing a unit price and a total price for the CLINs line item descriptions; provide up to three recent and relevant past performance references with whom recent past performance can be verified. Information shall provide a summary on the quality of service, timeliness of performance and business relations. Past performance reference information should include points of contact, telephone numbers and an email address. The Government will also use other available resources to evaluate and assess risk for past performance.
