- This is a combined synopsis/solicitation for commercial supplies prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Logistics Support Center (NLSC), located in Kansas City, MO needs a vendor to provide five hundred (500) Gearmotor, 4 VDC, 3.72 RPM, F&P Belfort Model No. 165K002U01, Rev 8 or equivalent, NSN: 6660-00-916-1274, ASN: D550-B101. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. This notice is hereby issued as RFQ No. NWWA1200842919CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24. The line item(s) will be provided in accordance with the drawing, specifications, and packaging/marking requirements as listed herein. The prices shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be: 52.209-4 First Article Approval- Government Testing (Sep 1989) {the Contractor shall deliver 2 unit (s) of the motor, within 30 calendar days from the date of the award, to the Government at the National Reconditioning Center, 1520 E Bannister Road, Kansas City, MO 64131, for first article tests, if the Contractor has not provided the motor to NWS in the past, or if item quoted is equivalent item rather than the part number specified. Within 30 calendar days after the Government receives the first article the Contracting Officer shall notify the Contractor in writing of the conditional approval, approval, or disapproval of the first article.), 52.211-6 Brand Name or Equal (Aug 1999) {To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer must meet the salient physical, functional, or performance characteristics as described in DWG NO. D550-B101-DR001}, 52.212-1 Instruction to Offerors - Commercial Items (Nov 2007), 52.212-3 Offeror Representations and Certifications - Commercial Items (Nov 2007), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Feb 2008) (Sections 5, 15, 16, 17, 18, 19, 21, 24, 28, and 36), 52.247-35 FOB Destination, Within Consignee's Premises (Apr.1984). The following Commerce Acquisition Regulations (CAR) are also incorporated into this acquisition: 1352.201-70 Contracting Officer's Authority (Feb. 2005), 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar 2000) {The Government will award a purchase order resulting from this request to the responsible firm whose quotation conforming to the request results in the best value to the Government price and other technical factors considered. The following factors shall be used to evaluate quotes: Past performance (customer satisfaction, quality, and timeliness); delivery schedule; and Price}, 1352.246-70 Inspection and Acceptance (Mar. 2000){Inspection will be performed at the National Reconditioning Center (NRC) (first article only), 1520 E Bannister Road, Kansas City, MO 64131 and acceptance will be performed at the National Logistic Support Center (NLSC), 1510 E. Certification of registration in CCR. This is a firm fixed price request for quote. Description: Contractor shall provide five hundred (500) Gearmotor, 4 VDC, 3.72 RPM, F&P Belfort Model No. 165k002U01, Rev 8 or equivalent. All items quoted must meet the salient characteristics as outlined in DWG NO D550-B101-DR001 to be considered equivalent. Inspection will be performed at the Government facility (NRC for first articles and NLSC for name brand articles) before acceptance. Items shall be delivered in accordance with NWS special packaging/marking requirement (see attachment A). Price should be quoted FOB Destination basis to Kansas City, MO.
